PUBLIC NOTICE:  This position is located in the IT Security Office, Office of the Chief Information Officer, National Oceanic and Atmoshpheric Administration, in Silver Spring, Maryland.

Payment of relocation expenses is not authorized. A one-year probationary period may be required. This is a non-bargaining position.

This position is being posted under Office of Personnel Management Direct Hire Authority authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. Category Rating, Veteran's Preference, and traditional rating and ranking of applicants do not apply to the Direct Hire process. This position is subject to the provisions of the Interagency Career Transition Assistance Plan Program (ICTAP) and Career Transition Assitance Program (CTAP). The primary duty of this position is to serve as the Program Manager for the NOAA, OCIO, High Security Active Directory (HSAD).  Duties include but are not limited to:

  • Implement, maintain, and operate NOAA's enterprise HSAD systems.
  • Provide support for the overall NOAA IT Security Program through reporting, training, and metric development. 
  • Oversee the accreditation of NOAA's HSAD IT systems, including development of computer security plans, risk assessments, development and testing of contingency/disaster recovery plans, and system certification. 
  • Support the NOAA Computer Incident Response Team (N-CIRT), and the NOAA Security Operations Center, which provides continuous enterprise monitoring and situation awareness.

There are no minimum education requirements for this position.

Applicants must have one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service (GS-13). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. This experience need not have been in the federal government.  Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Specialized experience for the GS-13 position is defined as: Experience utilizing Microsoft Windows Active Directory.  Applying information security policies and information technology project management processes.  Working with networking technologies, techniques, tools, and procedures, including DNS, OHCP, TCP/IP, IPSEC, and Microsoft Windows Services. 

AND For all grade levels, individuals must have IT-related experience demonstrating:

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.
