- U.S. Commerce Secretary Gary Locke, Philadelphia Mayor Michael Nutter, and U.S. Census Bureau Deputy Director Thomas L. Mesenbourg will celebrate the U.S. Constitution and promote the 2010 Census. They will gather in Philadelphia, the city where our nation's Founding Fathers penned the Constitution, to celebrate the roots of the census and to urge communities to get a complete count of all residents.
