JOB SUMMARY:

This position is located in the Department of Defense Education Activity (DoDEA).  DoDEA is a major Department of Defense Field Activity with worldwide scope and the critical mission of ensuring high quality education programs for eligible dependents of DoD military service members and civilian employees stationed in 12 foreign countries, certain areas of the United States (U.S.) and select U.S. territories, commonwealths, and possessions outside the 48 contiguous states.

DoDEA is comprised of the Department of Defense Dependents Schools (DoDDS) the overseas component and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS), the stateside component.  DoDEA operates over 194 schools which employ approximately 8,700 teachers serving over 86,000 students.  DoDEA is one of the largest, most diverse and geographically dispersed school jurisdiction in the world and its educational program consistently rates at or near the top in comparison with other school systems.

  • This position is in the Senior Executive Service (SES), a small elite group of top government leaders.  SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.
  • As an executive you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.
  • The Associate Director, Financial and Business Operations provides management oversight for the areas of programming, budgeting, accounting, reimbursable program management, procurement, information technology, safety and security, and logistics management.
  • Manages an operating budget of approximately $2 billion annually, with an additional military command budget of approximately $3.7 billion for DoDEA facilities worldwide.

    • Responsible for the development and implementation of strategic and tactical financial goals and objectives to ensure the economic viability of the agency in both the near and long term with an annual budget of approximately $2 billion.  Independently develops recommendations for budget and personnel allocations and makes distribution based on DoDEA's organizational structure, workforce requirements, customer requirements, and ensuring DoDEA is in compliance with all applicable legal, regulatory, and policy requirements.
    • Provides executive leadership to the Comptroller, Procurement, Information Management and Technology, Safety and Security, and Logistics Management Programs.  Establishes and implements systems for monitoring, overseeing, and ensuring services and effectiveness, both individually and in the aggregate; directs corrective action, where appropriate, and reports on progress, problems, issues, and concerns, with plans for improvement.  Establishes and leads teams to study, revise, design, test, and where indicated,  implement policies, systems, and procedures to enhance service quality, timeliness, or cost efficiency.
    • Develops and oversees the agency's annual performance plan.  Annual Statement of Assurance, Internal Risk Management Program, Manpower Management System, and the DoDEA central accounting system.  Administers the agency's management systems in accordance with mission and operational requirements and analyzes data to make recommendations for agency-wide decisions and policy.
    • Establishes and implements systems to facilitate open, positive, and productive communications among and between service providers, customers, senior managers and other stakeholders (e.g., school and military community officials and other groups).  Develops strategies to extend quality education to dependent children in DoD. 
    • Responsible for the management of the DoDEA tuition collection program and reimbursements from other departments with the Executive Branch.  Supports the Senior Program and Budget Advisory Committee strategic planning processes with insights on resource implications and efficiencies, future workload, and customer priorities.
    • Provides oversight on all matters concerning the safety and security of DoDEA personnel, students and visitors; and all physical and personal security, and antiterrorism concerns involving DoDEA operations, personnel, students, visitors, and facilities or material resources.
    • Oversight of the Logistics program which is responsible for directing the development, analysis and implementation of policies, programs, and procedures for all logistics functions including, but not necessarily limited to: supply, student transportation, student meals, school construction, safety, security, sustainment, restoration and modernization of facilities, maintenance of equipment, inter-service support and shipment and distribution of assets.  Based on the results of the analyses, prepares policy proposals and related instructions to improve the provision of support to the schools; and develops or adopts new systems to improve the visibility and knowledge concerning existing programs. Prepares recommendations concerning annual construction programs and maintains contact with area offices concerning needs and priorities.  Calculates asset and service requirements, identifies sources and determines the means to provide logistics support.  Develops criteria for facilities, supplies, and transportation needs, including the review of the adequacy of facilities, and prepares recommendations for appropriate corrective action.  Develops and coordinates supply requisitioning schedules.
    • This position oversees the DoDEA Information Technology Division in the development and safeguarding of DoDEA's information resources and technology policies.  This includes the development of policies and procedures that affect the overall operations of DoDEA.  Leadership and oversight of DoDEA's Information Assurance/Security activities.  Oversees the planning and development implementation and evaluation of DoDEA's unique management need for corporate information systems.  Monitors the design, installation and maintenance of worldwide and local area networks.  Provides leadership in the execution of the IT division budget to determine compliance with applicable laws and regulations.  Supervisory responsibility for the monitoring and evaluating the performance of information resource investments through capital planning and investment control processes.  Oversees DoDEA's compliance with or implementation of Federal and DoD IT regulations as they pertain to the acquisition of IT resources to include software, hardware, and service contracts.
    • The incumbent has oversight for the DoDEA procurement program with over 3,500 procurement actions valued at approximately $150 million annually.  The incumbent ensures that resources required for the achievement of the goals and objectives of the DoDEA Community Strategic Plan are procured, that the procurement function uses effective and efficient methods in acquiring supplies, equipment and services, and that the procurement of these resources are in accordance with the provisions of the Federal Acquisition Regulation, agency regulations, and related guidelines.

    ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    In addition, DoD requires the Enterprise Perspective: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diver work experiences.  A separate narrative statement is not required for the "Enterprise Perspective".  This information should be embedded within the application package (Resume, Mandatory Technical Qualifications and Executive Core Qualifications).

     

    MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately.  Please limit your written statements to no more than two pages per technical qualification.

    1.  Comprehensive knowledge of programming, planning, and budget and execution systems at the highest levels for a large and globally dispersed jurisdiction, which includes managing the effect of multiple foreign currencies fluctuations.

    2.  Demonstrated ability to develop, integrate, and execute financial management policies, programs, and processes for the effective and efficient control of approximately 2 billion dollars annually for a pre-kindergarten through twelfth grade school system.

    3.  In-depth knowledge of multi-jurisdictional processes and ability to lead, supervise, and provide management oversight in areas of logistics (to include military construction), procurement, safety and security, information management and technology, and financial management to establish and implement successful policies, processes and procedures that are critical to the mission of the organization. 

    4.  Ability to resolve complex policy issues at a senior level and to communicate strategic plans, financial management plans, goals and achievement to Congress, Office of Management and Budget, as well as other cabinet-level agencies/offices and other federal agencies.


     Education Requirement:  This position does not have an education requirement.

    HOW YOU WILL BE EVALUATED:

    You will be evaluated on the quality and extent of your total accomplishments and experience. Your application will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The Office of the Secretary of Defense Executive Resource Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by an Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by an OPM QRB before appointment can occur.
