The mission of the Office of Equal Employment Opportunity Affairs (OEEOA) is two-fold: 1) to ensure that all employees, to include women, minorities and persons with disabilities, are fairly represented in all occupations and at all levels of the FBI; and 2) to provide a comprehensive complaint processing system for Equal Employment Opportunity (EEO) formal complaints, while providing an informal resolution process for potential complaints of discrimination.

In addition, through its training and Special Emphasis component, the office provides cultural awareness and EEO training to the FBI employee population. Finally, we provide a reasonable accommodation process for persons with disabilities.

Types of Work Performed

The Complaint Processing Unit (CPU) responds to specific EEO complaints of discrimination filed by FBI employees, former employees, and applicants on the bases of race, color, national origin, sex, religion, age, disability, parental status, sexual orientation, or reprisal. The CPU is directly responsible for processing FBI EEO complaints, to include the informal resolution process (EEO counseling), the Alternative Dispute Resolution program, and the formal investigation and processing of complaints of discrimination.

The Special Programs Unit (SPU) is responsible for training; conducting special emphasis programs; reviewing policies and procedures; monitoring and researching issues; and monitoring employment practices which may have an adverse impact on employees due to race, color, national origin, sex, religion, age, disability, parental status, sexual orientation, or reprisal. The SPU seeks to identify potential problems in areas involving hiring, recruiting, and retention, and to provide a resolution prior to them evolving into issues.

We prefer our employees to possess a graduate degree from any accredited college or university, or a comparable foreign college/university. Areas of study include:

  • Juris Doctor, with an emphasis in Employment Law

Critical Skills/Desirable Backgrounds

The critical skills of interest to OEEOA include, but are not limited to, the following:

  • Knowledge of EEO statutes, regulations, management directives, and Department of Justice policies
  • Computer skills; including the ability to utilize word processing software and database software (e.g., iComplaints)
  • Education or training in analytical studies
  • Ability to communicate effectively both verbally and in writing
  • Presentation/training skills

Career Advancement Opportunities

OEEOA offers positions that start from GS-7 and advance to the GS-13 level, with supervisory opportunities at the GS-14 and 15 levels. Promotions are merit based and require the demonstrated ability to perform higher-level duties.

Training Requirements and Opportunities

OEEOA has a continuing education requirement of 15 hours annually. The Office encourages employees to avail themselves of training opportunities applicable to their positions. Training is offered through the FBI, the Equal Employment Opportunity Commission (EEOC), and other government and private vendors on a variety of topics.

Travel Requirements

There are professional positions within OEEOA that offer travel opportunities. Usually, travel is domestic to conduct investigations, and/or to attend conferences, symposiums, and training hosted by the FBI, the EEOC, or other government agencies.
