2010 Census Direct Mail Postcard Universe

The Census Bureau has designed a Direct Mail postcard which contains contact information for our telephone questionnaire assistance centers and directs callers to operators in English, Spanish, Chinese, Korean, Vietnamese, and Russian. The goal of the Direct Mail postcard is to provide information regarding how to obtain assistance with completing the 2010 Census form to Asian and Russian-speaking households.

The process to determine which households would receive the Direct Mail postcard began with American Community Survey (ACS) data from 2006-2008. We specifically looked at the response data from the question "Language Spoken at Home" contained on the ACS. Using the language spoken by the Householder, we identified Census tracts where at least 10% percent of households responded to this question and indicated "Chinese", "Korean", "Vietnamese", or "Russian." After this initial file was created, we asked Regional Office Directors to review the file and provide additions to it based on their local knowledge. Five Regional Director's provided additional areas to include with the initial file. We incorporated their suggested additions into the final file. The final selected tracts were then linked to their corresponding ZIP Code. All housing units within the identified ZIP Code areas will receive the Direct Mail postcard.

The 2010 Census Direct Mail postcard file was finalized on January 11, 2010 and consists of 827 ZIP Codes areas. There are approximately 10.8 million households that will receive the Direct Mail postcard in the mail between March 18 and March 20, 2010.
