Urban Design and Security Policies

The Commission adopted urban design security objectives and policies as an addendum to the National Capital Urban Design and Security Plan. The new policies promote risk management strategies—e.g., gathering intelligence and improving operational procedures—that are effective for different threat conditions at particular agencies and facilities. When physical perimeter security is deemed necessary, the policies urge that it be placed within the building yard and correspond to the design of the surrounding architecture and landscape. The policies also encourage balancing security with the needs of the region’s multi-modal transportation system to ensure safe and efficient mobility for residents, workers, and visitors. The Commission will apply these new policies to permanent and temporary security projects that it reviews.

Judiciary Square Master Plan

The Commission approved the Judiciary Square Master Plan, except for the lay-bys, loading dock, and realignment of the south curb line of E Street between 4th and 5th Streets, NW. The Commission deferred action on these elements for 90 days and asked that the D.C. Courts reach a resolution on these elements with all of the relevant parties and re-submit a proposal to NCPC in time for the August Commission meeting. The master plan seeks to revitalize the historic square and to coordinate the reorganization of the D.C. Courts. The new plan addresses issues such as landscaping, perimeter security, traffic, and parking.

Forrestal Complex Security Enhancements

The Department of Energy submitted a design concept consisting of six construction phases to secure its Forrestal Complex, located at 1000 Independence Avenue, SE. The Commission approved phases 1, 3, and 6, but disapproved phases 2, 4, and 5. Approved elements include column wraps that will add approximately three feet in width to the existing ground-level columns; road hardening; and an enclosure to protect emergency stairs. In submitting additional proposals for phases 2, 4, and 5, the Commission requires the Department of Energy to include a programmatic evaluation of removing the portion of the building mass that bridges over 10th Street.
