Rear Admiral (Select) John P. Neagley

Littoral Combat Ship Program Manager


Rear Adm. (select) Neagley is a native of Edison, N.J. He graduated from the University of New Hampshire in 1982. He received his commission in 1984 through Officer Candidate School in Newport, R.I.  His first duty assignment was in USS Whipple (FF 1062) where he served as gunnery officer and communications officer from 1984 to 1987. In 1987, he was assigned as boilers officer in USS Coral Sea (CV 43) where he served until 1989. From 1989 through 1990 he attended the Naval Post Graduate School earning a Master of Science degree in Financial Management.

Neagley’s department head tour was in USS John Paul Jones (DDG 53) where he served as commissioning operations officer and combat systems officer from 1991 to 1995. In 1995, he attended the Naval Command and Staff College earning a Master of Arts Degree in National Security and Strategic Studies. From 1996 until 1997, he was assigned as Research and Development, Test and Evaluation (RDTEN), and Weapons Procurement (WPN) appropriations manager, Surface Warfare Programs and Budget Branch (N860) of the Office of the Chief of Naval Operations, Surface Warfare Directorate (N86).

Neagley reported to USS Antietam (CG 54) as executive officer in June 1998 and served until September 1999, deploying to the Arabian Gulf and participating in Operation Desert Fox with the Carl Vinson Battle group. From September 1999 to October 2000, he served as chief staff officer, Destroyer Squadron 21 and deployed with the Sea Combat Commander to the Arabian Gulf with the John C. Stennis Battle Group. Neagley assumed command of USS Fitzgerald (DDG 62) in December 2001. From March to October 2003, Fitzgerald deployed to the Arabian Gulf in support of Operations Iraqi Freedom and Enduring Freedom.

Neagley reported to OPNAV N763 Future Ships Branch in December 2003, and served as the lead requirements officer for the Littoral Combat Ship (LCS) Program until December 2005. In December 2005, Neagley reported to the Littoral Combat Ship Program Office as the principal assistant program manager and director of Sustainment.

From June 2009 to June 2011, Neagley served as the program manager of PMS EOD/CREW (PMS 408). In June 2011, Neagley was selected as the executive assistant to NAVSEA. Neagley assumed duties as the LCS Program Manager in March 2012.

Neagley’s personal decorations and awards include the Legion of Merit (with 2 gold stars), Meritorious Service Medal (3), Navy and Marine Corps Commendation Medal (3), and the Navy and Marine Corps Achievement Medal.
