United States Marshal Announces the Completion of a Multi-jurisdictional Operation Targeting Non-compliant Sex Offenders

MILWAUKEE – Kevin A. Carr, United States Marshal for the Eastern District of Wisconsin, and Brad Gehring, Outagamie County Sheriff, announced the completion of a multi-jurisdictional operation that targeted non-compliant sex offenders.

‘Operation Out in the Cold’ started in late January of this year when deputy U.S. marshals, Outagamie County detectives and Wisconsin sex offender registry specialists conducted a 100 percent compliance check of all registered sex offenders residing in Outagamie County. These compliance checks were conducted with the Wisconsin Sex Offender Registry to ensure that offenders were actually residing where they were registered.

The operation culminated over the last several days with the arrests of seven registrants who were not residing where they were supposed to be, or had outstanding warrants charging them with Failure to Register.

The U.S. Marshals will continue to investigate several sex offenders for whom initial leads indicate that they may have relocated to other states.

In 2006, the Adam Walsh Child Protection and Safety Act was signed into law making it a federal crime to move from one state to another in order to avoid registration requirements.
