JOB SUMMARY:

The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives, Native Hawaiians, and affiliated Islanders.

The Office of Law Enforcement and Security’s (OLES) Victim Assistance Program is located within the Office of the Secretary and advises a total of seven law enforcement agencies l within the Bureau of Indian Affairs, the Bureau of Land Management, the Bureau of Reclamation, the National Park Service and the U.S. Fish and Wildlife Service.  These bureaus and offices serve diverse populations and missions, yet are committed to providing victim services to tribal members and millions of visitors from home and abroad. The incumbent will develop and implement specific programs activities within the department the promote compliance with federal victim-witness laws and Department guidelines.

The incumbent will serve as the Victim Assistance Program Manager located in Washington, DC.

The major duties of this position include, but are not limited to the following:

 

·         Develop policy and recommend appropriate changes to operations and policy to ensure adherence with applicable laws, policies, court decisions

·         Manages the US Department of the Interior's (DOI) Victim Assistance Program (VAP).  Develops and implements specific program activities within the Department that promote compliance with federal victim-witness laws and Department guidelines.

·         Evaluates program operations and implements improvements, keeping the OLES Director advised on the nature of matters, actions taken and outcomes.

·         Provides issue analysis, recommendations and advice to DOI VAP and other office staff on victim-witness matters to effect change to enhance the delivery of victim assistance services within DOI.

·         Designs training pertinent to various victim and witness protection laws, and DOI policy, on victim and witness related matters, and other relevant victim services to departmental law enforcement officers and victim specialists.

·         Serve as national liaison with cabinet level agencies.

Specialized Experience Requirement:

GS-13

To qualify for the GS-13 level, all applicants must possess at least one full year of specialized experience at or equivalent to at least the next lower grade level (­­­­GS-12). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience could include:

·         Working with victims of crime;

·         Developing and implementing program activities that promote compliance with federal victim-witness laws at the Federal, State, and Local law enforcement and tribal law enforcement, The Attorney General Guidelines for Victim and Witness Assistance and other applicable federal victim-related laws and policies;

·         identify the informational needs of victims and witnesses, develops and disseminates relevant information through appropriate media;

·         Serve as the primary liaison to federal, state, local and tribal victim service organizations.

  

GS-14

To qualify for the GS-14 level, all applicants must possess at least one full year of specialized experience at or equivalent to at least the next lower grade level (­­­­GS-13). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience could include:

·         Developing and implementing program activities that promote compliance with federal victim-witness laws at the Federal, State, and Local law enforcement and tribal law enforcement, The Attorney General Guidelines for Victim and Witness Assistance and other applicable federal victim-related laws and policies;

·         manage victim assistance program operations and activities, including development of new programs, budgets and statistical analysis.;

·         Assesses and evaluates the effectiveness of training policies, operations, and practices program-wide in regards to crime victims’ rights and issues.

·         Recommends appropriate changes to operations and policy to ensure adherence with applicable laws, policies and court decisions;

·         Manages program and serves as the primary liaison to federal, state, local and tribal victim service organizations.
