Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations, SAC Buffalo, New York.

 

·      The ICE Homeland Security Investigations (HSI) directorate is a critical asset in the ICE mission, responsible for investigating a wide range of domestic and international activities arising from the illegal movement of people and goods into, within and out of the United States.

·      HSI investigates immigration crime, human rights violations and human smuggling, smuggling of narcotics, weapons and other types of contraband, financial crimes, cybercrime and export enforcement issues. HSI special agents conduct investigations aimed at protecting critical infrastructure industries that are vulnerable to sabotage, attack or exploitation.

·      In addition to criminal investigations, HSI oversees the agency’s international affairs operations and intelligence functions. HSI consists of more than 10,000 employees, consisting of 6,700 special agents, who are assigned to more than 200 cities throughout the U.S. and 47 countries around the world.

·          HSI conducts criminal investigations against terrorist and other criminal organizations who threaten national security. HSI combats worldwide criminal enterprises who seek to exploit America’s legitimate trade, travel and financial systems and enforces America’s customs and immigration laws at and beyond our nation’s borders.

As Social Science Specialist (Victim Assistance) you will perform the following duties:

 

  • Be responsible for providing direction, technical assistance, support and advice to field staff on a variety of federal victim assistance matters;
  • Have specific responsibility for aspects of the Immigration and Customs Enforcement (ICE) response to child victims of crime-including child pornography, child exploitation, child sex tourism, and human trafficking.
  • Be responsible for administering federal legislation regarding the treatment and provision of services to victims of crime and with ICE police (which mirrors the  Attorney General guidelines for Victim and Witness Assistance);
  • Independently establish and maintain liaison with ICE field offices, DHS an DOJ components, and other federal, state, and local officials and non-governmental agencies regarding victim assistance and/or victim cases;
  • Develop procedures, position papers, operational instructions, and decision memoranda, some bearing on complex issues or national impact;
  • Participate in the development of appropriate training materials for field staff;
  • Analyze victim oriented activities for common problems;
  • Manage interagency agreement (IAA) between ICE Victim Assistance Program and other federal agencies; manage IA budgets, track expenditures; and ensure effective utilization of IAA resources.

Basic Requirements:

 

1.  Degree: behavioral or social science; or related disciplines appropriate to the position.

 

                                                      OR

2.  Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

 

                                                      OR

3.  Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

 

In addition to meeting the Basic Requirements above, all applicants must also meet the GS-13 requirements.

 

You qualify at the GS-13 level if you possess one (1) year of specialized experience performing duties such as:

 

  • extensive knowledge of the Federal criminal justice system, the procedures of law enforcement agencies as they relate to treatment and handling of federal victims of crime, and the interface of public and private agencies;
  • extensive knowledge of the procedures of law enforcement agencies as they relate to treatment and handling of child victims of federal crime, the multi-disciplinary approach to child exploitation and the interface with child protection agencies;
  • extensive knowledge of statutes, policies, and procedures for federal victim assistance and the Attorney General Guidelines on Victim and Witness Assistance as they relate to victims and/or child victims;
  • experience with crisis intervention and direct service to victims.

Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

 

Proof of Education: If basing your qualifications on education, you must submit TRANSCRIPTS or list of college courses, with credit hours, major(s) and grade point average or class ranking. (Prior to appointment, an official college transcript may be required.) This education must be from an institution accredited by an accrediting agency recognized by the U.S. Department of Education.
