Base Realignment and Closure Program

The Base Realignment and Closure (BRAC) program is a collaborative effort between the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Defense (DOD) that gives Local Redevelopment Authorities (LRAs) the opportunity to use former military installations to accommodate the needs of those experiencing homelessness. LRAs are recognized by the Department of Defense’s Office of Economic Adjustment as the entity responsible for reuse planning. LRAs work with HUD to assure that the proposed use of facilities meets the needs of both the surrounding community and the future residents.
Once the redevelopment plan is approved, homeless assistance providers and state and local government entities can use the facilities on the former military base for a wide range of activities, including emergency shelter, supportive services, permanent supportive housing, or other assistance needed to fill gaps within the community’s Continuum of Care.
Eligible Applicants:
Eligible applicants include Local Redevelopment Authorities (LRAs) and Homeless Assistance Providers.
Eligible Beneficiaries:
Individuals or families experiencing homelessness within the vicinity of the realigned base.
Funding Availability:
