Building the Fully Coordinating Transportation System
Framework for Action Downloadables
Coordination helps to make the most efficient use of limited transportation resources. In communities where coordination is a priority, citizens benefit from improved service, lower costs and easier access to transportation. The Framework for Action is a comprehensive evaluation and planning tool to help state and community leaders and agencies involved in human service transportation and transit services, along with their stakeholders, improve or start coordinated transportation systems. Assessment and planning can be completed in one or two meetings. Implementation time will depend on the action items participants choose to pursue.

Coordinated transportation involves a major shift in perspective - away from providing rides to managing mobility. Several examples are used to illustrate that effective coordination can help save money and improve service and accessibly for all citizens, especially clients of human service agencies who need transportation services. The key to these successful efforts is a roadmap that helps to build a shared vision and encourages forward progress. This section explains how the Framework for Action can be used to help states and communities understand where they are with coordination, define their priorities and develop an action plan.
This part of the tool contains a series of core elements that make up a fully coordinated transportation system for a community. Under each element, participants are asked diagnostic questions, and using a set of "decision helpers," are asked to assess how much effort is needed to become more fully coordinated.

This guide is written for coordination leaders who will design and facilitate the action planning process in their state or community. Participants could include a coordinating council, interagency working group, local human service agencies, public and private transit providers and stakeholders. The guide offers advice on how to select an existing group or construct an ad hoc group. Using a four-step model for change, it offers guidance on:
- Planning and Designing the Process
- Who to Invite
- Facilitating the Meetings
- Guidance for Each Part of the Action Planning Process
- Moving Effectively from Priorities to Action
