Licensing basis

The collection of documents or technical criteria that provides the basis upon which the NRC issues a license to construct or operate a nuclear facility; to conduct operations involving the emission of radiation; or to receive, possess, use, transfer, or dispose of source material, byproduct material, or special nuclear material.
