Integrated Product Team (IPT)

  1. Membership. The SAPR IPT membership shall include:
    1. The Chair.
    2. The Executive Secretary, as designated by the Chair.
    3. Deputy Assistant Secretaries for Manpower and Reserve Affairs of the Departments of the Army and the Air Force, a senior representative of the Department of the Navy SAPRO, a flag or general officer (G/FO) from each of the Military Service staffs that has responsibility for the SAPR Program, a senior representative from OSD Reserve Affairs, and a senior representative from the National Guard Bureau. A senior representative from the Coast Guard will be an invited guest.
    4. Joint Staff Manpower and Personnel Directorate.
    5. A senior representative from the GC, DoD.
    6. A senior representative from the Office of the IG, DoD.
    7. A senior representative from the Office of the ASD(HA).
    8. Other DoD Components. These representatives will only be invited for specific SAPR IPT meetings when their expertise is needed to inform and resolve issues addressed by the SAPR IPT at the specific meeting.
  2. SAPR IPT Duties. The SAPR IPT shall:
    1. Through the Chair, advise the SecDef on SAPR IPT meeting decisions on policies for sexual assault issues involving persons covered by this Instruction.
    2. Serve as the implementation and oversight arm of the DoD SAPR Program. Coordinate policy and review the DoD's SAPR policies and programs consistent with this Instruction and Reference (b), as necessary. Monitor the progress of program elements.
    3. Generally, meet bi-monthly. Ad hoc meetings may be scheduled as necessary at the discretion of the Chair. Members are selected and meetings scheduled according to the SAPR IPT Charter.
    4. Discuss and analyze broad SAPR issues that may generate targeted topics for Working Integrated Product Teams (WIPT). WIPTs shall focus on one select issue, be governed by a charter with enumerated goals (the details of which will be laid out in individual work plans), and be subject to a definitive timeline for the accomplishment of the stated goals. Decisions for issues that cannot be resolved by the SAPR IPT or that require higher level decision making shall be sent to the USD(P&R) for resolution.
  3. Chair Duties. The Chair shall:
    1. Advise the SecDef on SAPR IPT decisions on policies for sexual assault issues involving persons covered by this Instruction.
    2. Represent the USD(P&R) in SAPR matters consistent with this Instruction and Reference (b).
    3. Direct the development of a charter for the SAPR IPT by the DoD SAPRO.
    4. Oversee discussions in the SAPR IPT that generate topics for WIPTs.
    5. Provide final approval for topics, charters, and timelines for WIPTs.
