This change will allow the immediate publication of approved ballots rather than the current practice of waiting several months to gather ballots to perform a controlled hard copy release.  The change will result in a cost savings and ensure each ballot is published upon approval on the intranet and internet, reducing the current lag time between approval and publication of the change.
