Dr. Thomas L. Allen is a retired Air Force Officer and a member of the Senior Executive Service. Prior to his current position, he was the deputy division chief of the Joint Advanced Warfighting Division at the Institute for Defense Analyses (IDA).
He is a graduate of the United States Air Force Academy and attended the Massachusetts Institute of Technology as a National Science Foundation Fellow, earning a PhD in Economics and Operations Research. He also graduated from the Squadron Officers School, the Air Command and Staff College, the Armed Forces Staff College, the Industrial College of the Armed Forces, and the National Security Fellowship Program at Harvard University.
His assignments include tours as an instructor pilot and fighter mission commander, as well as a variety of command and staff positions in Europe, the Pacific and the United States. As commander of the 35th Wing and Air Forces Iceland, he integrated units from four commands into one of the first composite wings. He spent the last five years of his uniformed career as the Commander of the Air Force Studies and Analysis Agency. In that position he also served as country representative to NATO’s Advisory Group for Aerospace Research & Development (AGARD) and as part of The Technical Cooperation Program, representing the US military analysis community in studies conducted with the United Kingdom, Canada, Australia and New Zealand.
At IDA, Dr. Allen chaired the modeling and simulation (M&S) cross-division working group and was the project leader for IDA’s support to the Joint Improvised Explosive Device Defeat Organization (JIEDDO). He led studies on aviation safety concepts and technologies; directed energy weapons; space systems; munitions; joint enabling military capabilities; and irregular warfare concepts and capabilities.
He coauthored the Department of Defense (DoD) report on lessons learned from Kosovo and served as the executive secretary for the Defense Science Board’s reports on lessons learned in Operation Enduring Freedom and Operation Iraqi Freedom. He also coordinated a review of the Joint Strike Fighter for the Under Secretary of Defense for Acquisition, Technology, and Logistics. Finally he assisted DoD in developing Modeling and Simulation (M&S) Business Plans, which the Department is using to improve overall M&S collaboration and to focus attention and developmental efforts on methods, models and tools to more effectively address irregular warfare.
As the Deputy Director for Studies and Analysis in the Force Structure, Resources and Assessment Directorate (J-8), Dr. Allen is responsible for warfighting analysis, wargaming, support to strategic analysis, and (M&S) policy for the Joint Staff. He is also leading the departments Global Force Management data initiative.
Dr. Allen accumulated over 2,500 hours of flying time, including 1,200 hours in the F-15, and 1,000 hours as an instructor pilot.
He holds the Legion of Merit with one oak leaf cluster and the Meritorious Service Medal with three oak leaf clusters. He is a Military Operations Research Society (MORS) Barchi Award winner, received the Air Force Analytic Community’s Lifetime Achievement Award, and is a MORS Fellow. In 2008, he was selected for the Vance A. Wanner Award for outstanding contributions to military operations research.
He is married to the former Anne Lewis Pope of Gladstone, Michigan. Their three children are Benjamin, a network engineer at George Mason University in Virginia; Emily, an information manager in Cincinnati, Ohio; and Matthew, an Air Force combat controller/special tactics officer.
