Mr. Chairman, Ranking Member Hutchison, and members of the Committee, my name is Richard A. Lidinsky, Jr. It is a great honor to appear before you today, and to have been renominated by the President to continue to lead the Federal Maritime Commission. I would like to introduce my wife of 40 years, Mary Duston, and thank her for the partnership and support that allow me to be here today.

Good morning Chairman Rockefeller, Ranking Member Hutchison, and members of the Committee. I am honored to have the opportunity to appear before you this morning as President Barack Obama’s nominee to serve as Commissioner on the Federal Maritime Commission, and I thank Chairman Lidinsky for his support. Notice of Inquiry: Non-Vessel-Operating Common Carrier Service Arrangements
The Federal Maritime Commission is issuing this Notice of Inquiry seeking comments on its rules which exempt non-vessel-operating common carriers who enter into service arrangements from certain tariff filing requirements of the Shipping Act of 1984.

Port Environmental Initiatives Forum on April 18, 2012
The Federal Maritime Commission will hold a Forum on Port Environmental Initiatives on Wednesday, April 18, 2012, at 2:00 p.m. Representatives from the ports of Houston, Long Beach, Los Angeles, New York/New Jersey, Oakland, and Virginia will give presentations on their environmental and sustainability initiatives, followed by questions and a general discussion with Commissioners. Members of the public and press are invited to attend.
