BUDGET FOR FY 2000 MILITARY CONSTRUCTION PROGRAM ANNOUNCED

The Department of Defense Military Construction program for Fiscal Year 2000 totals $8.5 billion. The request includes over 300 major construction projects at more than 196 locations to provide facilities needed by the Armed Forces, the Defense Agencies, and for NATO Security Investments.

This request provides $3.2 billion for military construction (including environmental compliance), $1.3 billion for base closure activities, and $0.2 billion for the NATO Security Investment Program. The balance of the program provides $0.3 billion for planning and design and minor construction of future projects, $2.8 billion for operating and maintaining approximately 300,000 family housing units, and $0.7 billion for constructing and improving family housing units.

In FY 2000, the Department is financing its $8.5 billion program through a combination of regular and advance appropriations. Appropriations of $5.4 billion are being requested in FY 2000 and advance appropriations of $3.1 billion are requested to become available in FY 2001 to support the completion of the FY 2000 program. Through this financing methodology, the Department is supporting a robust construction program designed to meet mission need and quality-of-life infrastructure requirements and allowing the maximum use of FY 2000 resources for readiness and modernization needs.
