Deputy Chief Human Capital Officer: Quasette Crowner

Quasette (Quay) Crowner joined the Department of Education (ED) in September 2010.  She currently serves as the Deputy Chief Human Capital Officer as well as Acting Director for Human Capital and Client Services.  Quay comes to ED with over 20 years of Human Resources experience and 10 years in senior management and design and oversight of human resources programs.  She provides strategic leadership in planning, operational excellence, and oversight in all activities associated with human capital programs and policies.  She is also responsible for supporting and facilitating the Department’s mission in promoting the effective management of human capital.

Prior to this appointment, she most recently served with the Government Accountability Office (GAO) where she provided leadership, direction and oversight to staff responsible for human capital internal controls and auditing and evaluation of human capital programs.

Quay has gained her leadership and management experience by serving in various senior leadership positions such as the Human Resources Director, Director of Human Capital Strategic Planning & Measures, Director of Executive Resources, and Pay for Performance Program Manager. 

Quay maintains a focus on the holistic approach to human capital management and the development of human capital professionals.
