The CDFI Fund produces annual research reports and periodic research briefs. They
are based on the analysis of primary source data derived from reporting required
by the CDFI Fund's awardees and allocatees to the data collection system, known
as the Community Investment Impact System or CIIS.
In addition, the CDFI Fund periodically commissions original research reports by
independent researchers and consultants on strategic issues and topics confronting
the community development finance sectors. Furthermore, the CDFI Fund commissions
periodic external program evaluations of its major programs to assess the effectiveness
of the programs in meeting their objectives and to measure the financial, economic
and social impacts on communities, target markets and underserved populations.

Impact Data: the Community Investment Impact System
(CIIS)
Launched in 2004, the Community Investment Impact System (CIIS) is a web-based system
designed to collect institution- and transaction-level data from Community Development
Financial Institutions (CDFIs) and Community Development Entities (CDEs).
The CIIS data submitted by CDFIs include an organizational profile, financial position,
portfolio information, community impacts, development services, other products and
services, and compliance measures.
The CIIS data submitted by CDEs include an organizational profile, Qualified Equity
Investment distribution, portfolio information, loans, community impacts, financial
counseling and other services, compliance measures and other data.
The CDFI Fund’s data sharing procedures are designed to assure privacy and protect
the confidentiality of CDFIs and CDEs, their investors, and their individual borrowers
and projects while maintaining the integrity of the community impact datasets and
making the widest array of data available. To that end, the CDFI Fund takes steps
to maintain confidentiality, including suppression of select identifiable data points.
Additionally, academic and independent researchers with demonstrable research needs
must sign a nondisclosure agreement with the CDFI Fund for access to CIIS data.
The following data will be suppressed:
- Name, telephone number and email address of the Person Responsible for Completing
the Survey.
- Responses to open-ended questions.
- Data collected solely to evaluate a CDFI Program awardees’ compliance with its assistance
agreement.
- Data collected solely for internal Fund purposes.
- Summary financial ratios calculated by CIIS.
- Personally identifiable information of borrowers and investees.
