Baldwin Strengthens Safe Drinking Water Measure

Congresswoman Tammy Baldwin today strengthened H.R. 5320, the “Assistance, Quality, and Affordability Act of 2010” (“AQUA”), by successfully adding an amendment that addresses concerns about the presence of pharmaceuticals and other personal care products in our drinking water.

According to a 2008 Associated Press report, a vast array of pharmaceuticals, including antibiotics, mood stabilizers, and hormones were found in the drinking water of at least 46 million Americans. In Baldwin’s south central Wisconsin district, specifically in Dane County, traces of acetaminophen and hormones have been found in some water systems.

During the bill’s mark-up in the Energy and Commerce Committee’s Subcommittee on Energy and Environment, Baldwin told her colleagues, “Little is known about these drugs and other personal care products, including their source; the effects they have on our health, environment, and drinking water; and how to prevent their presence. My amendment provides that the EPA (Environmental Protection Agency) study these factors and report the results to Congress.”

H.R. 5320 amends the Safe Drinking Water Act (SDWA) to increase assistance to states, water systems, and disadvantaged communities to keep water systems safe; and strengthens federal authority to monitor and enforce EPA enforcement regulations and standards.

Baldwin said her amendment does not make any presumptions or accusations. “It simply allows us to acquire more information so we can be best informed,” she explained.

The bill, with Baldwin’s amendment, was passed and sent to the full committee for consideration.
