Virginia's second congressional district encompasses all of the Eastern Shore (Accomack and Northampton Counties), parts of the cities of Norfolk and Hampton, and the entire City of Virginia Beach. Home to Hampton Roads, one of the United States' best natural harbors, it has the largest concentration of military personnel of any congressional district in the nation and contains the largest naval base in the world, Naval Station Norfolk.
