Appropriations (and WRDA)

Article 1 of the US Constitution grants Congress the power and responsibility to appropriate money to fund the various functions of government.  Because of that, the House and Senate go through an annual appropriations process where individual members request funding for programs and projects within the various departments of the Federal Government.

This portion of Congressman Bishop’s website contains a list of projects for which he has requested Congressionally-directed funding. Directly below is a list of those which would fall under the jurisdiction of the Department of Defense. Before receiving any funding, each project has to be needed by the military, approved by the House Appropriations Committee, passed by both the full House and Senate and signed by the President.

DEFENSE APPROPRIATIONS REQUESTS FOR FY 2010:

Project: Advanced Field Artillery Tactical Data Systems
Requesting Entity: Utah Army National Guard, 12953 South Minuteman Drive, Draper, Utah 84020.
Purpose: Funds a three-person team of Guardsmen trained and equipped for supporting military units in the Western United States in advanced artillery training. Two existing teams in the U.S. are completely overburdened due to training demands. One-time funding request.
Amount: $ 2.4 million

Project: Advanced Ship Self Defense Technology Testing
Requesting Entity: General Atomics, 16969 Mesamint Street, San Diego, CA 92127.
Purpose: Funds testing at Dugway Proving Grounds, Utah, to further develop Navy Rail Gun Directed-energy system that provides greater capabilities over existing systems.
Amount: $7.4 million

Project: Army Force Generation Synchronization Tool
Requesting Entity: ProModel, Inc., 556 Technology Avenue, Orem, Utah, 84097. Purpose: Funds research and development of improved software tools to existing ProModel tools used by U.S. Army in planning troop deployment scenarios by allowing for continuous operation.
Amount: $5 million

Project: Automated Component Development Automated Air to Air Refueling
Requesting Entity: Northrop Grumman, 1530 Layton Hills Pkwy, Layton, Utah 84041.
Purpose: Demonstration of technology to allow for automated refueling of pilotless platforms in mid-air, such as UAVs and next generation bombers, allowing for greater global strike capabilities.
Amount: $5 million

Project: Automated Composite Technologies and Manufacturing Center
Requesting Entity: ATK Inc., Freeport Center Building H-8, Clearfield, Utah 84016.
Purpose: Funding would continue multi-year effort in conjunction with the Defense Production Act Program Office and the Ogden Air Logistics Center at Hill AFB, Utah, to fund the acquisition and development of cutting-edge carbon fiber placement industrial production capabilities for the Center in fulfillment of core workloads on such items as the F-22 Joint Strike Fighter, F-35, and UAVs which will support in-house capability to support the warfighter on these vital programs.
Amount: $10 million

Project: Autoscan Undervehicle Inspection Equipment
Requesting Entity: Kachemark Research Development, Inc. (KRD), 59584 East End, Homer, Alaska 99603.
Purpose: Funds research and development on modifying existing auto scanning equipment used at military bases to provide real-time quick inspections of delivery vehicles, to mobile versions, making the technology more accessible to different locations and situations, and reducing risks to military inspection personnel.
Amount: $6.3 million

Project: C-17A Globemaster Aircraft
Requesting Entity: Boeing, Inc., 1200 Wilson Blvd., MC RS-00, Arlington, VA 22209.
Purpose: Would fund production of an additional 15 C-17A Globemaster cargo aircraft. The C-17 is the world’s most advanced cargo aircraft, and the last major military cargo aircraft in production. Air mobility studies support continued production to meet current and projected military and humanitarian relief requirements. Shut-down of the C-17 line would impact the national defense industrial base and disrupt thousands of aircraft parts suppliers. Shut-down costs would be shifted into continued low-rate production both to preserve industrial base and to provide aircraft to meet military requirements.
Amount: $4.2 Billion

Project: CAD/CAM Aircraft Structural Overhaul Work Center for Ogden Air Logistics Center
Requesting Entity: Mission Support Inc. (MSI), P.O. Box 160135, Freeport Center Building Z-15, Clearfield, Utah 84016.
Purpose: Would provide Computer Aided Design / Computer Aided Manufacture (CAD/CAM) technology in workstations for the Ogden Air Logistics Center at Hill AFB, Utah, for use on legacy aircraft repairs, such as the A-10, increasing accuracy and reducing repair costs.
Amount: $2.5 million

Project: Compliance Tools for Metals in Antifouling Paints and Sedmients
Requesting Entity: Kennecott, Inc. & International Copper Association, 260 Madison Ave., New York, NY 10016.
Purpose: Funds development of environmental modeling software tools to survey site-specific naval instalaltions for build-up of harmful heavy metals in sediments caused by paints and coatings on naval vessels. This will allow navy to determine the best and most cost-effective applications of anti-fouling paints, some involving copper based properties, to allow Navy to remain in compliance with environmental standards.
Amount: $4.7 million

Project: Covert Long-Range Illuminating Marker (CLIM)
Requesting Entity: ATK, Inc., 9160 North Highway 83, Corinne, Utah 84307.
Purpose: Would fund demonstration of CLIM technology on existing military platforms. CLIM provides for a covert, non-toxic, non-pyrotechnic chemiluminescent formulation for tagging and tracking markers used by troops for targeting enemy positions by our weapons systems. Existing methods are visible to enemy. This covert system is invisible and all-weather.
Amount: $2 million

Project: Dugway Field Test Improvements
Requesting Entity: ITT, Inc., 8262 South 5260 West, South Jordan, Utah 84088.
Purpose: Funding would continue the incorporation of cutting-edge radar and sensor technologies into the facilities at Dugway Proving Grounds, Utah, for use in its vital chemical and biological defense test mission, to allow for more accurate test and characterization of aerosol biological and chemical threats. Project is in partnership with the Space Dynamics Laboratory at Utah State University.
Amount: $5 million

Project: Electronic Motion Actuation Systems (EMAS)
Requesting Entity: Moog, Inc., 2268 South 3270 West, Salt Lake City, Utah 84119.
Purpose: Project would fund development and demonstration of shipboard qualified electric actuators that could lead to replacement of antiquated hydraulic systems which are heavy and have environmental hazards associated with hydraulic fluids. Would also reduce repair and maintenance costs over legacy hydraulic systems for navy.
Amount: $4 million

Project: Family of Motors Demonstration
Requesting Entity: ATK, Inc., 9160 North Highway 83, Corinne, Utah 84307.
Purpose: Funding would be used to develop a common set of next-generation solid rocket motors for use in prompt-global strike (PGS), operationally responsive space (ORS), land-based strategic deterrence, and missile defensive systems. Funding would also help sustain the unique solid rocket motor industrial base, and reduce the development costs that would be incurred by going with uncoordinated future systems development.
Amount: $10 million

Project: Ground Based Midcourse Defense (GBMD)
Requesting Entity: Boeing, Inc., 1200 Wilson Blvd., MC RS-00, Arlington, VA 22209.
Purpose: GBMD is a key component of our nation’s ballistic missile defense system. Funding would be used to incorporate technological upgrades to existing system to include additional interceptors, enhanced sensors, enhanced ground systems hardware, and maintenance and support of fielded capability.
Amount: $1.748 Billion for entire GBMD program in FY10. Request may be modified depending upon the amounts provided in the Obama proposed budget when released.

ProjectHalversen 25K Loaders
Requesting Entity:  JBT AeroTech, Inc. (Jetway), 1805 West 2550 South, Ogden, Utah 84401.
Purpose:  Halversen Loaders are next-generation versatile aircraft cargo loaders that are highly used by the Air Force in all parts of the world, and replace Vietnam-era Material Handling Equipment (MHE) fleet of approximately 700 loaders that have exceeded their design life, and are only kept operational through expensive depot maintenance overhauls.  The Air Mobility Command has identified requirement to purchase 538 Halversen Loaders, but has only purchased 410 to date.  A gap in planned funding in FY10 for these loaders will result in production shut-down and layoffs of production workers, loss of supplier base, and will certainly result in much higher start-up costs later on when funding resumes.  Bridge funding is needed to ensure a smooth and consistent production profile to ensure continued production of this vital piece of equipment to fully supply defense department needs.
Amount:  $12 million

Project: Hazardous Ammunition Detection System
Requesting Entity: Robotics & Conceptual Engineering, Inc., Tooele Army Depot, Building S-9, Tooele, Utah 84074.
Purpose: Funding would be used at Tooele Army Depot to develop the next generation of ammunition detection equipment to be fitted on manned and unmanned combat fighting vehicles, such as the Future Combat System and Marine Corps Expeditionary Fighting Vehicle.
Amount: $2.1 million

Project: High Temperature Electric Flight Control Project
Requesting Entity: Parker Hannifin, Inc., 1425 West 2675 North, Ogden, Utah 84404.
Purpose: Would demonstrate and test high-temperature, jam-resistant electric flight control technology under the Air Force Research laboratory Integrated Vehicle & Energy Technology (INVENT) Program. This would provide high-performance modeling, simulation and analysis combining the dynamics of heat transfer, electrical power and servo loops, which will be foundational technologies in future US military air platforms, including fighters, long-range strike vehicles, and UAVs.
Amount: $ 2.5 million

Project: ICBM Demonstration/Validation – Command and Control Components
Requesting Entity: Boeing, Inc., 880 West Heritage Park, MC U2-01, Suite 200, Layton, Utah 84041.
Purpose: The DoD has not adequately funded modernization of the Minuteman III ICBM strategic system as far as incorporating new command and control functions and technologies that will keep the 1960’s era designed system as a viable strategic deterrent until 2030 as mandated by the U.S Air Force. This funding would support development of the future ICBM roadmap and help reduce maintenance life cycle costs while improving field communications and situational awareness at missile locations.
Amount: $3.6 million

Project: ICBM Demonstration/Validation – Guidance Improvements
Requesting Entity: Boeing, Inc., 880 West Heritage Park, MC U2-01, Suite 200, Layton, Utah 84041.
Purpose: The DoD has not adequately funded modernization of the Minuteman III ICBM strategic system as far as incorporating new technologies to ensure reliability of the weapons system to the year 2030 as is current requirement, in the area of guidance system mechanical and electrical interfaces, system timing and synchronization, ground and flight software, and nuclear hardness. Funding would support development of enhanced guidance applications, improved reliability and security, while decreasing overall system costs.
Amount: $4 million

Project: ICBM Solid Rocket Motor Life Extension Program
Requesting Entity: ATK, Inc., 9160 North Highway 83, Corinne, Utah 84307.
Purpose: Funding is needed to sustain the vital national defense industrial base for production/validation and testing of ICBM solid rocket motors in order to sustain the Minuteman III weapons system to the year 2030. Air Force has validated the requirement to sustain industrial base and plans FY 10 funding in an unknown amount. $43 million is required in FY’10 to begin this program which is in the vital national strategic defense interest. If not funded, the US risks losing much of this capability.
Amount: $43 million. Request may be modified depending upon the amounts provided in the Obama proposed budget when released

Project: Innovative Copper Applications Initiative
Requesting Entity: Kennecott, Inc. & International Copper Association, 260 Madison Ave., New York, NY 10016.
Purpose: Copper offers many advantages for use in military equipment such as increased energy efficiency, conductivity, corrosion resistance, health & environmental protections, and manufacturing sustainability. Army research labs have identified over 250 copper applications of interest to the military in upgrading current or planned weapons systems. Funding would continue R&D efforts for the Army Labs for copper applications research aimed at improving military readiness.
Amount: $11.2 million

Project: Internal Auxillary Fuel Tank System (IAFTS 200s)
Requesting Entity: Robertson Aviation, Inc., 14668 Heritage Way, Bluffdale, Utah 84065.
Purpose: Would purchase crash-resistant internal auxillary fuel tanks for installation on National Guard UH-60 Black Hawk helicopters, including the Utah National Guard. Existing fuel tanks are not crash-resistant and pose threats to life and safety of military personnel when operating the helicopters.
Amount: $5 million

Project: ISR Network Simulation Toolset
Requesting Entity: L-3 Communications West, 640 North 2200 West, P.O. Box 16850, Salt Lake City, Utah 84116-0850.
Purpose: Military presently lacks cost-effective means of testing and proving IT networks on a large scale. Problem is compounding as DoD demands improved intelligence, surveillance and reconnaissance collections and sharing. Funding would establish a Real-Time Hardware-in-the Loop (HWIL) modeling and simulation capability at the Air Force Research l abs to enable the cooperative design, implementation, testing of Air Force ISR, layered sensing and net-centric systems, and permit development of new technologies such as Large Scale network modeling.
Amount: $6.5 million

Project: Laser Phalanx
Requesting Entity: Colmek Systems Engineering, 2001 South 3480 West, Salt Lake City, Utah 84104.
Purpose: Phalanx is a combat-proven ship defense system that is effective against a variety of threats. Spiral development and integration of a laser into existing Phalanx system will significantly increase its defensive capabilities. Funding would enable new technology integration to fill emerging gaps, while also reducing acquisition and ownership costs.
Amount: $12 million

Project: Long-Range Supersonic Cruise Missile Engine Testing (VAATE)
Requesting Entity: Williams International, Inc., 3450 Sam Williams Drive, Ogden, Utah 84401.
Purpose: Funding will continue multi-year effort in Air Force Research lab and DARPA to fully qualify and test supersonic cruise missile engine to meet DoD requirements for a long-range high speed conventional strike capability. FY09 funding was not sufficient to support required testing activities. If not funded, the U.S. risks falling behind Russia and India which claim to have already fielded such a capability.
Amount: $15 million

Project: Multiple Source Data Fusion for Dugway Proving Ground
Requesting Entity: ITT, Inc., 8262 South 5260 West, South Jordan, Utah 84088.
Purpose: U.S. Army Dugway Proving Grounds has unique chemical and biological defense test mission supporting the military and homeland defense. Funding would support technology improvements at Dugway for monitoring and analyzing chemical and biological stimulants, and include development of new stand-off referee instrumentation and data fusion methods.
Amount: $ 4 million

Project: Optimizing Natural Language Processing of Open Source Intelligence (OSINT)
Requesting Entity: Attensity, Inc., 90 South 400 West, Suite 600, Salt Lake City, Utah 84101.
Purpose: Military intelligence collection methods must adapt to the highly-evolving and dynamic IT based sources. Project would fund an “all-source” fusion tool for collecting data from open sources such as the web, blog, social networking sites, and RRS feeds, in cooperative effort with the State University of New York at Buffalo to provide more effective intelligence analysis and decision-making in asymmetric warfare situations.
Amount: $1.5 million

Project: Physical Security Equipment
Requesting Entity: Dynamic Defense Materials (DDM), Inc., 100 Sharp Road, Marlton, NJ, 08053.
Purpose: Would fund purchase of additional combat-proven modular armor wall systems for the Marine Corps that can be rapidly deployed and configured for a variety of applications to provide high levels of protection against most all threats found in theater from IEDs to small arms fire and RPGs. Replaces antiquated and cumbersome sandbag method. International Armoring Corporation in Ogden, Utah is supplier to DDM.
Amount: $ 4.5 million

Project: Precision Strike Munitions Advancements
Requesting Entity: Innosys, Inc., 2900 South Main Street, Salt Lake City, Utah 84115.
Purpose: Funding would support research and development of integrated millimeter wave amplification to enable autonomous operations of precision strike weaponry. The compact, lightweight power device can be manufactured easily in volume at relatively low-cost, enabaling stand-off range launch of precision strike weapons that, today, still require host platform support through terminal operational phases, providing greater flexibility in use of micro UAVs and helicopters.
Amount: $5 million

Project: Preservation of Critical Navy Infrastructure
Requesting Entity: Asphalt Systems, Inc., 1214 Parkstone Drive, Draper, Utah 84020.
Purpose: The General Accountability Office (GAO) has found that the DoD could save significant costs by providing more resources for corrective and preventative maintenance of airfield asphalt pavements. The Navy tested a proprietary product in FY05 called GSB-88 with positive results including demonstration of asphalt restorative properties. Treatment of navy airfields with this product will extend the useful life of the asphalt by 25% or more, saving estimated $125 million in cost-avoidance due to facility replacement.
Amount: $2 million

Project: Propellant Conversion to Fertilizer for Tooele Army Depot
Requesting Entity: Archtech, Inc., 14100 Park Meadow Drive, Chantilly, VA 20151.
Purpose: Funding would provide new conventional ammunition demilitarization method at Tooele Army Depot, Utah as an environmentally responsible alternative to the current antiquated “open-pit, open-burn” method used by the Army for decades which runs afoul of Clean Air considerations. New method is based on successful prototype using chemical process that converts conventional ammunition components into safe fertilizer components that can then be sold to create return on investment. This project helps Army address a growing backlog of obsolete conventional ammunition and energetic storage and is something the Army should have funded a long time ago, but doesn’t, and so Congress must act to direct what is otherwise a common-sense proven technology.
Amount: $3.4 million

Project: Repair Technology Insertion Program (RepTIP)
Requesting Entity: General Atomics, 16969 Mesamint Street, San Diego, CA 92127.
Purpose: Project would identify, develop and qualify repair and overhaul technologies that increase productivity and reduces the cost of sustaining weapons systems in military depots. Repair technologies supported would include Level II roller bearing refurbishment, heat tolerant tube fabrication, inside-diamter protective coatings to metals, heat-treat and foundry process improvements, water-jet and laser-cut technologies, and composite material repairs for the 309th Maintenance Wing, Ogden Air Logistics Center at Hill AFB, Utah.
Amount: $5.2 million

Project: Respiratory Pathogen Biosurveillance and Clinical Decision Making
Requesting Entity: Intermountain Health Care, Inc., 36 South State Street, 22nd Floor, Salt Lake City, Utah 84111.
Purpose: Would fund development of the Utah Biosurveillance Grid; a system using health information technology to integrate the efforts of the University of Utah’s Center of Excellence in Public Health Informatics (COE-PHI), to recognize and track specific viruses in order to more accurately assess biothreats. The DoD currently uses technology developed by Idaho technology, Inc., which is also a partner in this venture, to rapidly diagnose viruses in order to treat soldiers in rapidly changing and diverse situations. The unique improved software will have applicability both in homeland defense and abroad for military health monitoring.
Amount: $ 1.3 million

Project: Senior Scout Electrical Optical Infra-red Capability
Requesting Entity: Utah Air National Guard, and Lockheed Martin, 7563 South 4470 West, West Jordan, Utah 84084.
Purpose: To upgrade intelligence suite in Senior Scout for the 169th Intelligence Squadron at the Utah Air National Guard to include an optical infra-red capability so that full imagery of high-value targets can be done more quickly.
Amount: $9.2 million

Project: Senior Scout High Bandwidth Line of Sight Data Link
Requesting Entity: Utah Air National Guard, and Lockheed Martin, 7563 South 4470 West, West Jordan, Utah 84084.
Purpose: To upgrade intelligence suite in Senior Scout to include a direct line of sight link that will provide greater bandwidth to support real and growing mission requirements for the 169th Intelligence Squadron at the Utah Air National Guard.
Amount: $5.4 million

Project: Senior Scout Remote Processing Capability
Requesting Entity: Utah Air National Guard, and Lockheed Martin, 7563 South 4470 West, West Jordan, Utah 84084.
Purpose: To upgrade intelligence suite in Senior Scout for the 169th Intelligence Squadron at the Utah Air National Guard to include remote processing capability to improve efficiency and readiness.
Amount: $5.8 million

Project: Sensor and Array Cost Improvement for Deployable Autonomous Distributed System (DADS)
Requesting Entity: Progeny Systems, Inc., 49 East Gallivan Ave., P.O. Box 652, Salt Lake City, Utah 84110.
Purpose: Navy has requirement for directional acoustic sensor on submarines that will fit within the packaging size requirements while providing improved acoustic performance which also reduces the current number of overall cost of sensors for the DADS array when compared with the omni-directional legacy sensor currently used in DADS. Effort will lead to higher performance at reduced cost over present systems.
Amount: $3 million

Project: Small Responsive Spacecraft at Low-Cost (SRSL)
Requesting Entity: Space Dynamics Laboratory at Utah State University, 1695 North Research Park Way, North Logan, Utah 84341.
Purpose: Funding would continue previous-years efforts in conjunction with Air Force Research Labs to develop and demonstrate technologies for new, low-cost space systems that have military utility. Current space-based reconnaissance assets are cost-prohibitive and too massive to be used in a quick-reaction tactical environment. This effort could lead to providing local field commanders a dedicated space asset for tactical
actionable intelligence applications in a highly modular and customizable design to meet military needs under the Operationally Responsive Space (ORS) construct.
Amount: $4.5 million

Project: TranSim Driver’s Education Program
Requesting Entity: MPRI, Inc., 2961 West California Avenue., Salt Lake City, Utah 84104.
Purpose: Funding would continue efforts begun last year to offer high-tech simulator training for troops scheduled to be deployed overseas in the proper operations of Army tactical wheeled vehicles, such as the up-armored HMVEES. Such vehicles have challenging and particular handling characteristics for the drivers. Prior to this training, there were a number of deadly and tragic roll-over accidents in theatre that could likely have been avoided if this training had been offered earlier. It has already proven to reduce accidents. Troops come from a variety of urban and rural backgrounds and life-experiences, and to simply put them behind the wheel of a large and cumbersome vehicle is not intuitive but requires a modicum of training. It is almost inconceivable that the military wouldn’t fund this on their own accord, but instead, is another example of the Congress having to step-in and fund essential programs for the health, safety and welfare of our troops. Project would continue training in a mobile configuration so that it could be moved around the CONUS where needed. Avoidance of even 1 accident could more than pay for the program, not to mention the lives saved.
Amount: $3 million

Project: Transitioning Stretch Broken Carbon Fiber to Production
Requesting Entity: Hexcell, Inc., 6700 West 5400 South, West Valley City, Utah 84118.
Purpose: Funding would continue earlier efforts at develop advanced carbon fiber technology to allow for the forming of more geometrically complex aviation parts at the time of manufacture. Funding would also be used to generate at Mil-HdBk-17 approved database, which is necessary in order to take this cutting-edge carbon fiber technology into production on current and future military aviation programs.
Amount: $4 million

Project: Tomahawk Cost Reduction Initiative
Requesting Entity: Williams International, Inc., 3450 Sam Williams Drive, Ogden, Utah 84401.
Purpose: The Tomahawk missile is a proven weapon of choice and is often the first option considered by military planners at the start of any conflict. The Navy has continuing requirement to purchase and replenish its inventories of this amazing weapons system. As long as we’re buying more, we ought to fund technology improvements that will reduce its per-unit costs in manufacture while also improving its performance and reliability, which is what this funding would do. Investment has short pay-back period depending upon future tomahawk purchases.
Amount: $7.6 million

Project: UAV Sensor and Maintenance Development Center, Ogden Air Logistics Center
Requesting Entity: Space Dynamics Laboratory at Utah State University, 1695 North Research Park Way, North Logan, Utah 84341.
Purpose: With increased military reliance on UAVs (also originally developed through Congressionally-directed spending), UAV developers are facing critical and unmet needs during early development phases and flight tests for calibrating and integrating various sensors and payloads onto UAV platforms. Improvements to command and control of UAVS is also critical to allow for safer UAV operations in U.S. Civil airspace. Project would fund these capabilities in conjunction with the Ogden Air Logistics Center at Hill AFB, Utah.
Amount: $5.5 million

Project: Unserviceable Ammunition Demilitarization via Chemical Acid Dissolution
Requesting Entity: Battelle Memorial Institute, 4225 Lake Park Boulevard, Suite 200, West Valley City, Utah 84120.
Purpose: Funding would continue efforts begun last year to design and construct a prototype acid hydrolysis conventional munitions demilitarization system for the disposal of high-risk/ high-cost unserviceable and obsolete ammunition stored at Tooele Army Depot, Utah.
Amount: $1.2 million
