Richard A. Robbins
Director, Total Force Planning & Requirements

Rich Robbins, a native of Hot Springs, Arkansas, entered the United States Naval Academy in June 1965. He was commissioned an Ensign and awarded a Bachelor of Science degree in June 1969.

Prior to retiring as a Captain in 1998 Mr. Robbins served in a variety of capacities afloat and ashore. His sea service included USS Rich (DD 820), USS Aylwin (FF 1081), USS Buchanan (DD 14), USS Elliot (DD 967), and Chief Staff Officer, Destroyer Squadron 21. He also commanded USS Bowen (FF 1079) and Destroyer Squadron 15, homeported in Yokosuka, Japan. As Commander, Destroyer Squadron 15, he commanded the seven forward deployed frigates and destroyers of the United States Seventh Fleet.

Ashore, Mr. Robbins received a Masters of Science degree in Operations Research from the Naval Postgraduate School, Monterey, California. His service on the Chief of Naval Operations staff included Head, Enlisted Strength Plans; Head, Manpower Requirements Branch; Head, Enlisted Plans and Community Management Branch; Deputy Director, Total Force Manpower and Programming Division; and Deputy Director, Military Personnel Policy and Career Progression Division. Additionally, he served in the Planning and Programming Division as Head, Manpower and Training Section, and as Deputy Director, CINC Liaison Division.

Upon retiring from the Navy, Mr. Robbins became Manager, Manpower Requirements Analysis at Whitney, Bradley and Brown, a consulting firm in Vienna, Virginia. He returned to government service in October 2000 as the Head, Manpower, Personnel and Training Branch in the Assessment Division, Office of the Chief of Naval Operations. In 2002 he assumed the duties of Deputy Director, Total Force Manpower and Programming Division. In 2004 he was named Head, Strategic Planning and Analysis Directorate in the Office of the Chief of Naval Personnel.

Mr. Robbins assumed the duties as the Director, Requirements and Program & Budget Coordination in the Office of the Under Secretary of Defense (Personnel & Readiness) in 2005, and became the Director, Total Force Planning and Requirements in 2011.

Mr. Robbins is married to the former Vicki Lynne Noble of Castro Valley, California. They have three sons, Richard, Jr., a Lieutenant Commander in the Navy, Mark, a graduate of Virginia Commonwealth University, and Adam, a Lieutenant (Junior Grade) in the Navy.
