America's military installations, including their associated environment, have many purposes. They must sustain the regular forward and home station presence of U.S. forces as well as provide support in training and deployment to meet the Nation's need in periods of crisis, contingency, and combat.


Housing and Competitive Sourcing Directorate


The Directorate of Housing and Competitive Sourcing (H&CS) is responsible for the development of major Departmental policies, procedures, and resource guidance which direct the Department of Defense (DoD) implementation of military housing, including implementation and oversight of Defense policy in the areas of accompanied and unaccompanied housing, and the Military Housing Privatization Initiative (MHPI), Section 2885 of Title 10, United States Code.

In addition, the Director, H&CS, is also responsible for the development and implementation of policy, guidance, and technical tools required for compliance with the Federal Activity Inventory Reform (FAIR) Act of 1998, and the Office of Management and Budget (OMB) Circular A-76 for competitive sourcing of commercial activities. The Director of H&CS is also responsible for the development and execution of the Department's competitive sourcing program meeting requirements identified by Section 2461 of Title 10, United States Code.
