David Beshears is a Research
and Development Engineer and Project Manager in the Photonics and Measurements
Systems Group. He has lead projects in the areas of weigh-in-motion technology
for both the military and private sectors, phosphor thermometry for both the
military and the private sectors, and specialized data acquisition systems
for military application. He has been part of the research team to develop
and apply phosphor thermometry to temperature measurements of blades and
vanes in operating jet engines, internal combustion engines, the surface
galvanneal steel during processing, and a variety of other applications where
the temperatures have ranged from 4K to approximately 1800K. He was a member
of the team who received an R & D 100 Award for 1999. R & D
Magazine honors the top 100 inventions introduced to the market during a
given year. David holds a B. S. in Mechanical Engineering from North
Carolina State University. He has authored or co-authored over 40 papers
and has three patents pending.

Gary Capps is a Research and
Development Engineer and is the leader of Transportation Technology Development
and Demonstration Projects Team at ORNL. He holds degrees in Electrical
and Nuclear Engineering Technology. His background includes commercial
vehicle and heavy truck transportation, photonics, communications, systems
design, sales, marketing and project management. He has patents in
fiber optic sensor and weigh-in-motion system design. Gary has 19 years
experience in product design and development, and eleven years experience
in the design of mobile demonstration platforms. He is also a co-founder,
test engineer, and manager of the Tennessee Transportation
Technology Test Facility. This test facility has been used in the
development of low-speed weigh-in-motion systems; the development of fiber
optical road-switches; vehicle dynamics characterization; vehicle tire/pressure/loading
characterization; training and maintenance of transportation systems; and
serves as an active weigh station for the Tennessee Air National Guard. Gary
is the co-organizer and a founding member of the National Intelligent Truck Consortium.
This consortium now has over 30 private industry members including truck manufacturers,
engine manufacturers, drive line component manufacturers, and electronic,
safety and productivity enhancing technology manufacturers. The primary
mission of this consortium is to develop and promote technology that enhances
safety and productivity in commercial vehicle operations. He is currently
the ORNL project manager for FMCSA’s Demonstration Project 111 (Technology
Truck) and Demonstration Project 121
(Weigh-in-Motion). Gary is a former member of the USAF, and he also
holds a Commercial Drivers License from the State of Tennessee.

Connie Dagley is a Project
Management Specialist that served as the lead ORNL facilitator for the ITS/CVO
Technology Truck which travels across North America. Connie brings
to the team 20 years of experience from the transportation industry in areas
of management and safety. Due to her extensive background in the transportation
industry she brings a great knowledge of intelligent transportation systems
as they relate to the commercial carrier industry, and also serves as a subject
matter expert.

Kathy Gambrell is a Technical
Associate and serves as a task leader and back up leader for the ITS Program
Demonstration Projects Team. Kathy attended Tennessee Technological University
and Roane State Community College and has over 15 years in the training and
project management areas. Kathy's major responsibilities are to develop interactive
training modules consisting of computer generated slides, videos, hands-on
demos, and other interactive training aides, to integrate equipment into
demonstration vehicles, and to manage tasks within the group and the ITS
Program. In addition to working with private industry partners to produce
nationwide mobile demonstration vehicles, she develops websites, works in
defining and implementing project goals, commitments, milestones, financial
analyses, and mointors areas to ensure sponsor satisfaction in technical projects

Working with computer systems
from the inside out for the past twenty-one years, John Jordan is currently
immersed in what he enjoys most - technical and scientific 3D animation, multimedia
development, and virtual prototyping. His diverse background ranging from
the visual arts to a grounding in mathematics and engineering provides a
solid basis to ensure excellence in every project, whether graphics for a
technology briefing for the White House or a prototype for an internal design
effort. In addition, he has designed and developed much complex data acquisition
and analysis software including systems for uranium enrichment analysis,
nuclear inventory, image processing, machine vision, and weigh-in-motion.
John's efforts have contributed to securing funding for a variety of projects
within ORNL and the Oak Ridge complex.

Jeff D. Muhs holds a B.S.
in Electro-Optical Sciences and has over 12 years of experience in the fields
of fiber optics, photonics, and transportation measurement systems. Jeff
is the author of nine patents, 30 publications, and was named as the Oak
Ridge National Laboratory's "1997 Engineer of the Year". Jeff's major functions
in the group are to generate new project ideas, develop them into funded
programs, manage and lead selected projects, and perform research and development
consistent with his above-mentioned background and knowledge base.
