OMB Control Number
OIRA assigns an OMB Control Number to an Information Collection Request (ICR) upon its first approval. OIRA grants approval for a maximum of 3 years and the collection must be renewed every three years. The same OMB Control Number is used for each review of the ICR.
TIP
: OMB Control Numbers are formatted NNNN-XXXX, where the NNNN is the agency/subagency code, and XXXX is a sequential number uniquely identifying the Collection within the agency/subagency's ICRs.
ICR/RCF Reference Number
The ICR/RCF Reference number uniquely identifies each ICR/RCF review. This number is assigned by OIRA system when an ICR/RCF is created.
TIP
: ICR Reference Numbers are formatted YYYYMM-NNNN-XXX where YYYYMM of the month of origin, NNNN is the Agency/Sub Agency code, and XXX is a 3 digit sequential number assigned per creation per month.
Agency Tracking Number
The Agency may provide an Agency Tracking Number as a way to trace or classify its own collections. Agency Tracking Number usage is specific to each agency and is not standardized across agencies. For instance, an agency without sub agency codes may use the Agency Tracking Number to identify ICRs to divisions, branches or individuals whereas another agency may used it cross reference their own internal agency tracking system.

Select "New collection (Request for an OMB Control Number" for collections that had not previously been used or sponsored by the agency.
Select "Extension without change of a currently approved collection" for collections where the agency wished only to extend the approval of an active collection past its current expiration date without making any material change in the collection instrument, instructions, frequency of collection, or the use to which the information is to be put.
Select "Revision of a currently approved collection" for collections where the agency request included a material change to the collection instrument, instructions, its frequency of collection, or the use to which the information is to be put.
Select "Reinstatement without change of a previously approved collection" for collections which previously had OMB approval, but the approval had expired or was discontinued before this submission was made, and there is no change to the collection.
Select "Reinstatement with change of a previously approved collection " for collections which previously had OMB approval, but the approval has expired or was discontinued before this submission was made, and there is some change to the collection.
Select "Existing collection in use without OMB control number" when the collection is currently in use but does not have an OMB control number.
Select "No material or Nonsubstantive Change to a currently approved collection" for collections which introduce minor changes to the ICR, but do not extend the expiration date of the collection.
Select "RCF No material or nonsubstantive change to a currently approved collection" for RCF collections that introduce changes to the usage of an active RCF.
Select "RCF New" for RCF collections that are the initial usage of the Common Form Host ICR by the using agency.
Select "RCF Recertification" for RCF collections that had been recertified due to changes in its related Common Form Host ICR.

Select "Regular" when the collection is submitted under 5 CFR 1320.10, 1320.11, or 1320.12 with a standard 60 day review schedule.
Select "Emergency" when the agency is submitting the request under 5 CFR 1320.13 for emergency processing and provides the required supporting material. Provide the date by which the agency requests approval and the justification in the text box presented upon selection of "Emergency."
Select "Delegated" when the agency is submitting the collection under the delegated authority conditions OMB has granted the agency.

For each ICR/RCF, the agency must provide an estimate of the burden imposed on the public by use of the form. You can search within ranges of each of the 5 categories by which OIRA measures burden:
Hours - The amount of time (in hours) required to process the form.
Dollars - The amount of money (in dollars) required to process the form.
Responses - The number of times the form will be submitted to the agency.
