The site administrator and site facilitator are defined as separate functions and the functions may or may not be performed by the same person.
A site administrator is responsible for:
identifying downlink sites
registering sites for courses
monitoring participant registration
A site facilitator is responsible for:
coordinating with site technician
preparing the site for the satellite broadcast
distributing materials, if needed
assisting participants at the site as needed
returning optical scan forms to CDC, as needed
