SOFIA, Bulgaria — Headquarters United States European Command located in Stuttgart, Germany manages the European (EUCOM) Humanitarian Assistance (HA) program for U.S. Department of Defense (DOD). The HA program is a U.S. DOD initiative for strengthening relationships with partners and allies.

A key goal of EUCOM's HA program is to promote interoperability and coalition building with foreign military and civilian authorities, such as a combined ability to respond to natural disasters. Additionally, projects funded through EUCOM's HA program also help to build and reinforce stability by generating positive public relations and goodwill of the American people.

There are three main types of HA efforts that the U.S. Embassy in Bulgaria manages, in coordination with local municipal leaders. (1) "Stand alone" HA projects which are major renovation/construction of facilities such as hospitals, kindergartens, homes for elderly; (2) the excess property program, which provides medical materiel, office and school supplies, and furniture to community organizations; (3) under the humanitarian and civic assistance (HCA) program, U.S. military units renovate public kindergartens, schools, orphanages, and provide medical care and education to the population of remote and rural areas.

The EUCOM HA Program with the cooperation of American Embassies, funded 126 projects in 19 countries in 2008, and 161 projects in 14 countries in 2009 for a cost of $6.7 and $7.0 million respectively. For Bulgaria these projects included renovations to schools, community centers, and a home for the elderly.
