Service Regulations and Orders
Army
Army Regulation (AR) 608-1, "Army Community Service Center," September 19, 2007 This Regulation consolidates standards for service delivery in the Army Community Service (ACS) Center, Office of the Installation Volunteer Coordinator, and organizations accepting voluntary services. It defines the mission statement of the ACS as facilitating the commander's ability to provide comprehensive, coordinated, and responsive services that support readiness of soldiers, civilian employees, and their families.
AR 165-1, "Chaplain Activities in the United States Army," December 3, 2009 This Regulation prescribes policies on religious activities, religious ministries, chaplain and chaplain assistant personnel, chaplain recruitment, the Chaplain Candidate Program, policy development, mobilization and readiness, training, moral leadership, management of information, logistics, and resources. Chapters 3 and 4 have sections pertaining to counseling.
Marine Corps
Marine Corps Order (MCO) P1700.24B, "Marine Corps Personal Services Manual," December 27, 2001 This Order publishes policies for Personal Services Programs which reside within Marine Corps Community Service.
Navy
Office of the Chief of Naval Operations Instruction (OPNAVINST) 1720.4A, "Suicide Prevention Program," August 4, 2009 This Instruction provides policy, procedures, and assigns responsibility for the Navy's Suicide Prevention Program.
Secretary of the Navy Instruction (SECNAVINST) 6320.24A, "Mental Health Evaluations of Members of the Armed Forces," February 16, 1999 This Instruction issues Navy policy, assigns responsibility, and prescribes procedures for the referral, evaluation, treatment, and administrative management of service members who are directed by their commands for mental health evaluation and/or assessment of risk for potentially dangerous behavior.
OPNAVINST 1730.1D, "Religious Ministry in the Navy," May 6, 2003 This Instruction implements SECNAVINST 1730.7B ("Religious Ministry Support Within The Department of the Navy") by providing for the free exercise of religion for all naval service members, their families, and all other authorized personnel; establish policy and assign responsibility for providing religious ministry within the Navy. Section 5 of this Instruction addresses the various forms of support that chaplains provide to service members and their families.
SECNAVINST 1754.1B, "Family Service Center Program," September 27, 2005 This Instruction establishes Navy policy and assigns responsibilities for the administration and support of the Navy Family Service Center Program.
Air Force
Air Force Instruction (AFI) 36-3009, "Airman and Family Readiness Centers," January 18, 2008. Certified Current as of March 4, 2010 This Instruction provides the authority and criteria for establishing Airman and Family Readiness Centers and defines their services and activities.
AFI 44-109, "Mental Health, Confidentiality, and Military Law," March 1, 2000, Certified Current as of September 20, 2010 This Instruction provides information regarding Air Force members' rights when directed to receive mental health evaluations and also establishes rules for confidentiality and communication between commanders and service providers.
AFI 44-153, "Traumatic Stress Response," August 29, 2011 This Instruction provides requirements and guidance for Traumatic Stress Response teams at all active duty Air Force installations; encourages these teams to work in partnership with Air Force leadership and other service providers; and promotes preventative education and intervention plans of action to address stress responses in airmen.
AFI 44-154, "Suicide and Violence Prevention Education and Training," January 3, 2003 This Instruction establishes requirements and procedures for suicide and violence prevention training and includes a training content outline and attendance spreadsheets.
Air Force Policy Directive (AFPD) 52-1, "Chaplain Service," October 2, 2006 This Directive establishes policy for active duty, Air Reserve Component (ARC), and civilian personnel in fulfilling the mission of the Chaplain Service. Sections 1 and 3 of this Directive contain the most relevant content regarding counseling.
