GENTEXT/REMARKS/1.  THIS MESSAGE SOLICITS APPLICATIONS FOR ACTIVE RESERVE (AR) OFFICERS AND ACTIVE COMPONENT (AC) SNCOS FOR THE CY14 CONGRESSIONAL FELLOWSHIP PROGRAM (CFP).  THE DUE DATE FOR APPLICATIONS IS 3 DECEMBER 2012.  THE SELECTION BOARD CONVENES IN JANUARY 2013.  RESULTS WILL BE RELEASED VIA MARADMIN DURING MARCH 2013.  MARINES WHO ARE SELECTED WILL REPORT TO THE OFFICE OF LEGISLATIVE AFFAIRS (OLA) IN THE PENTAGON DURING OCTOBER 2013.
    A.  THE CFP OFFERS MARINES THE OPPORTUNITY TO GAIN EXPERIENCE WORKING IN THE LEGISLATIVE BRANCH OF THE U.S. GOVERNMENT.  FELLOWS RECEIVE INSTRUCTION AND HANDS-ON EXPERIENCE IN A FULL-TIME ASSIGNMENT ON THE STAFF OF A SENATOR OR REPRESENTATIVE, COMMITTEE, OR SUPPORT ORGANIZATION OF THE U.S. CONGRESS.  TYPICAL RESPONSIBILITIES OF FELLOWS INCLUDE DRAFTING LEGISLATION, FLOOR DEBATE PREPARATION, PLANNING AND ANALYSIS OF PUBLIC POLICY, AND SERVING AS CONGRESSIONAL LIAISONS TO CONSTITUENTS AND INDUSTRY.
    B.  THE FORMAL PART OF THE PROGRAM RUNS FROM OCTOBER 2013 TO DECEMBER 2014.  PER REF A - C, AC SNCOS AND AR OFFICERS WILL INCUR A THREE-YEAR SERVICE OBLIGATION AND BE ASSIGNED TO A UTILIZATION TOUR BEGINNING JANUARY 2015.
2.  ELIGIBILITY GUIDELINES
    A.  EXCEPTIONAL MILITARY PERFORMANCE AND KNOWLEDGE OF CURRENT EVENTS IN NATIONAL SECURITY AFFAIRS, GOVERNMENT, AND INTERNATIONAL RELATIONS.
    B.  ACTIVE RESERVE OFFICERS
        (1) MUST BE CAREER DESIGNATED AND HAVE AT LEAST 30 MONTHS OF SERVICE IN THE AR PROGRAM BY 1 OCTOBER 2013
        (2) MUST HAVE AT LEAST SIX YEARS OF COMMISSIONED SERVICE REMAINING
        (3) CMC (RAM) MAINTAINS FINAL AUTHORITY ON PMOS SPECIFIC ELIGIBILITY REQUIREMENTS BASED ON THE CONTEMPORARY NEEDS OF THE MARINE CORPS
    C.  ACTIVE COMPONENT SNCOS.  ALL MILITARY OCCUPATIONAL SPECIALTIES (MOS) ARE ELIGIBLE TO APPLY
    D.  TIME ON STATION (TOS) REQUIREMENTS.  PER REF D, OFFICERS AND SNCOS WHO COMPLETE THEIR PRESCRIBED TOUR LENGTHS BY OCTOBER 2013 ARE ELIGIBLE.  QUESTIONS CONCERNING TOUR LENGTHS SHOULD BE DIRECTED TO THE APPROPRIATE MONITOR.

    F.  OFFICERS AND SNCOS WHO HAVE ALREADY ACCEPTED SELECTION TO A VOLUNTARY EDUCATION PROGRAM OR RESIDENT PME SCHOOL FOR ACADEMIC YEAR 2013
4.  APPLICATION PROCESS
    A.  APPLICANTS MUST NOTIFY THEIR PRIMARY MOS MONITOR OF THEIR INTENT TO APPLY TO THE CFP BEFORE SUBMITTING AN APPLICATION.
    B.  MARINES MUST SUBMIT THEIR CFP APPLICATIONS WITH ENDORSEMENTS VIA THE WEB-BASED BOARD(SLASH)SURVEY TOOL LOCATED AT WWW.MANPOWER.USMC.MIL(SLASH)APPLICATION.  ONLY ELIGIBLE MARINES IDENTIFIED IN PARA 2 WILL BE ABLE TO ACCESS THE CY14 CFP BOARD WITHIN THE BOARD(SLASH)SURVEY TOOL.  DIRECT CFP ELIGIBILITY QUESTIONS TO OLA.  DIRECT BOARD TOOL FUNCTIONALITY QUESTIONS TO MANPOWER INFORMATION SYSTEM DIVISION (MI) AT (703) 784-9030.

    D.  THE FOLLOWING STATEMENT MUST BE INCLUDED IN THE AA FORM: I AGREE TO REMAIN ON ACTIVE DUTY FOR AT LEAST THREE YEARS AFTER COMPLETION OF MY FELLOWSHIP.  I AGREE NOT TO TENDER RESIGNATION OR REQUEST SEPARATION OR RETIREMENT WHILE PARTICIPATING IN THE PROGRAM. I FURTHER UNDERSTAND THAT THIS OBLIGATION IS TO RUN CONCURRENTLY WITH ANY OBLIGATION PREVIOUSLY INCURRED.
    E.  APPLICATIONS MUST CONTAIN COMMAND ENDORSEMENTS THROUGH THE FIRST GENERAL OFFICER IN THE CHAIN OF COMMAND OF THE APPLICANT.
    F.  REQUIRED ENCLOSURES TO THE APPLICATION
        (1) A RESUME WITH SERVICE HISTORY, CIVILIAN EDUCATION, MILITARY EDUCATION, AND MILITARY DECORATIONS
        (2) A STATEMENT INDICATING THE REASON FOR APPLYING TO THE PROGRAM, THE RELEVANCE OF THE FELLOWSHIP TO CAREER GOALS, AND HOW THE FELLOWSHIP WILL BE UTILIZED
        (3) REPORTING SENIOR ASSESSMENT OF APPLICANT QUALIFICATIONS FOR THE FELLOWSHIP
        (4) OFFICIAL PHOTO TAKEN WITHIN THE LAST 12 MONTHS OF THE APPLICATION DEADLINE (SEE REF G FOR SUBMISSION REQUIREMENTS OF DIGITAL PHOTOS)
        (5) COMPLETED AND SIGNED PRIVACY ACT STATEMENT USING NAVMC 11000
    G.  CMC (MMEA) WILL SCREEN ALL SNCO APPLICATIONS FOR TOS REQUIREMENTS, CAREER PROGRESSION, PROMOTION, AND ENLISTED CAREER FORCE CONTROLS (ECFC).  CMC (RAM) WILL SCREEN ALL AR OFFICER APPLICATIONS FOR TOS REQUIREMENTS, CAREER PROGRESSION, AND PROMOTION.
