TREASURY DIRECTIVE 78-02

 
 
DATE:  December 11, 2009
 
SUBJECT:    Acquisition and Use of Copying Equipment
 
1.   PURPOSE.  This directive sets policies and defines responsibilities for the acquisition and use of energy efficient copying equipment in the Department.  This directive also authorizes the issuance of Treasury Directive Publication (TD P) 78-02, �Guide for the Acquisition of Copiers.�
 
2.   SCOPE.  This directive applies to all bureaus, offices, and organizations in the Department of the Treasury, including the offices of inspectors general within the Department.  The provisions of this directive shall not be construed to interfere with or impede the authorities or independence of the Department�s inspectors general.
 
3.   POLICY.  It is the policy of the Department of the Treasury that all Treasury Bureaus:
 
a.   Utilize sustainable practices in the acquisition and use of copying equipment and comply with applicable Government regulations and Treasury directives regarding the acquisition and use of such equipment;
 
b.   Install multi-use copiers or copier-duplicators in central office locations or copy centers, whenever appropriate, rather than installing convenience copiers for the use of a single office;
 
c.   Ensure the copier is ENERGY STAR qualified at the current version or meets Department of Energy Federal Energy Management Program (DOE-FEMP) requirements for energy efficiency.  When covered by the standard, new acquisitions of copying equipment shall be Electronic Product Environmental Assessment Tool (EPEAT)-registered;
 
d.   Ensure copying equipment is used for official purposes only and prohibit personal copying.  Coin operated copiers may be made available in library areas or public reading rooms to serve the public and employees;
 
e.   Use recycled paper in accordance with Executive Order (EO) 13423, "Strengthening Federal Environmental, Energy, and Transportation Management,� dated January 24, 2007, and the Instructions for Implementing EO 13423, issued by the Council on Environmental Quality on March 29, 2007;
 
f.    Use recycled content or remanufactured toner cartridges designated by the U.S. Environmental Protection Agency in its Comprehensive Procurement Guidelines; and
 
g.   Ensure that the copying equipment has a duplex (double-sided) copying feature and that it is networkable.
 
4.   RESPONSIBILITIES.
 
a.   The Deputy Assistant Secretary for Departmental Offices Operations (for Departmental Offices), Heads of Bureaus, and the offices of inspectors general within the Department as it relates to their respective bureaus and offices, shall:
 
1)   designate a copier program manager to develop, implement, and maintain a bureau copy management program to include promotion of the use of recycled content paper and duplex copying;
 
2)   comply with Treasury directives and General Services Administration (GSA) copy management policies and procedures, as required by the FMR;
 
3)   comply with the Government Printing and Binding Regulations, published by the Congressional Joint Committee on Printing (JCP), as they apply to copiers;
 
4)   issue procedures for approval of equipment acquisition in the internal bureau directives system which address the authorities set forth in paragraph 5 of this directive;
 
5)   report annually to the Director, Office of Environment, Safety, and Health on the acquisition of recycled or remanufactured toner cartridges and ENERGY STAR or DOE-FEMP-designated energy efficient copying equipment purchased by the Bureaus;
 
6)   report annually to the Director of the Printing and Graphics Division on all acquisitions of black and white and color copiers.
