HIV/AIDS Assets and Strategic Focus

Strategic Focus
CDC and the Royal Government of Cambodia began a partnership in 2002 to support: HIV prevention of mother-to-child transmission (PMTCT), blood and injection safety, and voluntary confidential counseling and testing programs; strengthen clinical and palliative care and TB/HIV programs; and build laboratory and strategic information capacity.

Strengthening Public Health Systems
CDC provides technical leadership and direct assistance to the Ministry of Health (MoH) to enhance epidemiology, surveillance, laboratory, operations research and workforce capacity.

Strengthening Laboratory Systems and Networks
CDC trains medical technologists and laboratory managers, supports the introduction of new technologies, and improves overall laboratory quality.

Making Evidence-Based Program Recommendations
CDC conducts research to improve program performance such as the CDC/USAID-supported study that resulted in a new algorithm for screening HIV patients for TB.

Notable Accomplishments

Laboratory Capacity

Collaborated with Cambodia’s Bureau of Medical Laboratory Services and the National Institute of Public Health to introduce quality control systems and initiate steps towards accreditation of laboratories.
Initiated HIV viral load testing and liquid culture for TB diagnosis and first line drug sensibility testing in MOH laboratories.

Quality Assurance

Expanded Continuous Quality Assurance to 14 HIV sites to monitor performance of health providers related to initiation of treatment within 60 days of eligibility and prescription of cotrimoxazole, fluconazole and isoniazid, and track adherence to appointments and treatment.
Supported expansion of PMTCT programs and improved adherence to the comprehensive package of Maternal and Child Health services for HIV infected mothers and exposed infants.

Most-at-Risk Populations

Launched Sexually Transmitted Infections (STI) survey among commercial sex workers to determine the current types and prevalence of STIs, including HIV and toassess behavioral risk factors for STI.
Assisted MoH to develop protocols to increase HIV testing in Most-at-Risk Populations using peer networks.
