Subject: SBAR Panel for National Emission Standards for Hazardous Air Pollutants (NESHAP) for Mineral Wool Production Risk and Technology Review (RTR) Amendments
Dear Mr. Cristofaro:
The Office of Advocacy (Advocacy) has received your March 29, 2011, formal notification regarding the Small Business Advocacy Review Panel (Panel) for the forthcoming regulatory proposal, “National Emission Standards for Hazardous Air Pollutants for Mineral Wool Production Risk and Technology Review Amendments.”
Advocacy concurs with the list of potential SERs that EPA has provided. We request that Angus Crane, of the North American Insulation Manufacturers Association, be included as a SER. Mr. Crane has been working with the program office to help gather information in support of the rulemaking and will provide valuable assistance to the other SERs in their participation in this Panel.
We appreciate the significant improvements in the draft outreach materials that EPA has made over the last few weeks. We continue to hope that EPA will be prepared to provide to and discuss with the SERs deliberative materials as they are developed in support of the rulemaking. We also hope that EPA will be prepared to discuss the effects of other recent Clean Air Act actions, such as emission standards for incinerators and greenhouse gas regulations, with the SERs.
