JOB SUMMARY:

DoDEA employs more than 12,500 individuals responsible for the education of more than 86,000 students in schools located in 12 foreign countries, seven states, Guam and Puerto Rico.  DoDEA is responsible for the oversight of two distinct educational systems, the Department of Defense Dependents Schools (DoDDS), DoDEA's overseas schools, and the DoD Domestic Dependent Elementary and Secondary Schools (DDESS), DoDEA's domestic school system. DoDEA is responsible for providing a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.   

The Heidelberg District, currently scheduled to close in 2013 is located in Heidelberg, Germany and is a mix of 10 schools, pre-kindergarten through grade 12.  

DoDEA is currently seeking candidates interested in either a temporary promotion or a temporary reassignment to a career broadening experience while serving as the Heidelberg Assistant District Superintendent.

Selectee will be temporarily assigned to this position not to exceed 1 year, with the possibility of extension to an additional year in order to accommodate management needs.  Employee will be returned to former position upon completion of temporary appointment.

DUTIES:

The Assistant District Superintendent will have a proven track record in Pre K-12 instructional leadership experience and expertise in leading a district towards accelerated academic improvement.  Incumbent is responsible for assisting the District Superintendent in the administration, organization, operation, assessment, and support of the schools within a complex and geographically dispersed school district.  This leader will foster excellence in instruction, meaningful planning and student performance improvement.  The student-centered candidate will demonstrate leadership qualities marked by superior communication, problem-solving, and decision-making abilities along with collaborative skills, and organizational expertise to manage the complexities of assigned district.  Additionally, incumbent will demonstrate ability to maintain trust and good judgment in planning and decision-making.  Candidate will demonstrate excellent communication skills, current understanding of assessment and accountability, and a passion for helping all students learn.  The Assistant District Superintendent will establish positive relationships with schools, students, faculty, staff, parents, military commanders and military communities to develop goals that are focused on high achievement for all students.

Translate the overall mission of DoDEA and its Community Strategic Plan into a set of critical, consistent, success actions that lead to measurable results for DoDEA’s diverse student groups.  Reflect high expectations for administrators, teachers, and students and exercise a high degree of initiative, judgment, and insight in the planning, design and execution of district-wide improvement efforts. Create and sustain a high performing culture where the administrators, faculty, and district staff, are highly engaged and focused on student outcomes, education excellence, and full accreditation. 

Instructional Leadership
Be innovative in integrating research-based best practices in technologies, instructional strategies, quality curriculum standards, and emerging skills that enable all students to reach their full potential in a globally competitive environment.  Lead and monitor district-wide student-centered programs within available resources that are designed to meet or exceed the performance, content, and character of high quality school systems in the United States.  Conduct comprehensive evaluations of schools to identify problem areas and test the validity of policies and procedures. Coordinate and analyze the collection of meaningful data to accelerate academic achievement and ensure operational efficiency and accountability. Provide every student with enlightened, highly effective school leaders, teachers, and support staff using focused, varied, and sustained professional development opportunities that enhance student outcomes. 

Organizational Leadership
Maintain strong supervisory and operational controls that demonstrate prudent use of the financial, human, material, and technology resources to support the district’s teaching and learning goals. Direct the implementation of appropriate precautionary and control measures to minimize vulnerability and optimize operational efficiency.  Demonstrate expertise in budget, finance and capital improvements and manage and execute funds allocated by DoDEA Headquarters to support district staff and schools. 

Collaborative Leadership
Raise academic achievement by motivating, developing and supporting a high-performing, diverse and caring team, holding all accountable for improved achievement.  Make decisions valuing an inclusive decision making process.  Use effective oral and written communication skills and media relations programs to reach out to all community groups, and develop productive and beneficial relationships.  Be a visible presence in the schools and serve as an ambassador to the public for the district, schools, and military community. Model relationship building; partner with the military community, family services, community groups, and district to strengthen teaching and learning goals.   

Professional Leadership
Build sound relationships with district and school based personnel and inspire staff to become highly effective. Embrace and promote diversity and work well in diverse ethnic, racial, cultural and socio-economic communities and environment.  Welcome dissenting opinions and value all segments of the community with opposing points of views and priorities. Be transparent and honest while working within a political environment at the community, district, and system level, achieving organizational goals.


QUALIFICATIONS REQUIRED:

Applicants must meet the EXPERIENCE and EDUCATION REQUIREMENTS as indicated below by the cut-off date of this announcement.

General Experience Requirements (3 years): Relevant experience in teaching, educational research, development of curriculum and instructional materials, education assessment and evaluation, guidance counseling, educational administration, educational technology or comparable activities which had clearly demonstrated success in the application of principles, methods, and techniques of education, and provided familiarity with current developments in teaching, learning, and professional development. 

Specialized Experience Requirements (3 years): Education may not be substituted for specialized experience at this grade level.
Experience in a staff or supervisory position which clearly demonstrated the ability to administer PreK-12 school programs and to effectively supervise educators and support personnel. At least 1 year of specialized experience must be at a level equivalent to the next lower level in the normal line of progression.  For an Assistant District Superintendent, the next lower level is considered to be a school principal or a supervisory position with curriculum, instruction, or assessment responsibilities.   

Examples of specialized experience are:  Experience may have been acquired from educational leadership positions that: support program innovations that go beyond the standard education programs, such as special education, gifted education, technology and others; demonstrate evidence of broad leadership skills to motivate and improve schools working in partnership with district staff, school administrators, and stakeholders; demonstrate school or district level technical and administrative direction of subordinates, supervisors, and/or staff members in an educational system; demonstrate extensive knowledge of professional competencies relating to instructional administration and policies for PreK-12th grade education; develop and manage budgets and staffing in support of teaching and learning goals; demonstrate professional knowledge and experience in using multiple sources of data, data analysis, research and assessment techniques; assess and recommend changes to policies and programs using internal and external data; led the oversight of the implementation of restructuring, continuous improvement, technology integration, include school or district wide curricula, standards, and/or professional development programs for educators; and direct the implementation of program standards and performance indicators to improve student performance.   

SELECTIVE PLACEMENT FACTOR (SPF):  Applicants must possess the following placement factor to be considered for this position: 
Possession of at least one year of leadership and management experience in a PreK-12 grade school setting

5. Ability to administer school systems and programs such as planning for school improvement, curriculum development, data analysis, personnel management, and budget administration.


Minimum Education Requirement: (Copies of OFFICIAL College transcripts are required as part of the application process to verify your education).  A Master’s degree in educational administration or a Master’s degree with at least 30 graduate semester hours in professional education course work, which includes a course each in education administration, curriculum development  / design, educational philosophy, and educational supervision.  A doctorate degree in Educational Administration, Curriculum & Instruction, Educational Research and related fields is preferred.

CONDITIONS OF EMPLOYMENT:

This temporary assignment is full-time, not to exceed 1 year.

A pre-appointment overseas physical examination is required for selected individuals.

Individuals hired from CONUS and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas location.

This position is designated Non-Critical Sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process.

Selectees must be able to obtain and maintain a security clearance.

Selectees will be required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993; DAWIA Purchasing Level 1 to be obtained within 24 months of appointment.

This is an Excepted Service position.  This job is being filled by an alternative hiring process and is not in the competitive civil service.
