Released: July 1, 2000 The President issued a directive on April 15, 1999, requiring an annual report summarizing the carbon dioxide (CO2) emissions produced by the generation of electricity by utilities and nonutilities in the United States. In response, the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA) jointly submitted the first report on October 15, 1999. This is the second annual report that estimates the CO2 emissions attributable to the generation of electricity in the United States. |

Released: March 1, 1994 The Acid Rain Program is divided into two time periods; Phase I, from 1995 through 1999, and Phase II, starting in 2000. Phase I mostly affects power plants that are the largest sources of SO2 and NOx . Phase II affects virtually all electric power producers, including utilities and nonutilities. This report is a study of the effects of compliance with Phase I regulations on the costs and operations of electric utilities, but does not address any Phase II impacts. |
