An initial overview describes changes in sentencing purposes and laws, trends in corrections, and the effects of correctional changes on residential community corrections. A framework is presented for integrating residential community corrections into a comprehensive corrections policy. The author reviews sentencing purposes while considering the role of residential community corrections on offender rehabilitation, punishment, deterrence, and incapacitation. In addition to a role in probation enhancement, residential community corrections are examined as a means of controlling prison overcrowding through reduced admissions and the promotion of early release. In the concluding section, the author provides a model for limited risk control in residential community corrections.
