In Search of a Job: Criminal Records as Barriers to Employment

ANNOTATION: The impact of criminal records on an individual’s chances of getting a job are discussed. One important observation is that “many people who have been arrested — and, therefore, technically have a criminal record that shows up on a background check — were never convicted of a crime “ (p. 43). Sections of this article include: a substantial share (nearly 33%) of the U.S. population has arrest records; people of color are disproportionately impacted; incarcerated populations face a broad set of challenges; collateral consequences create additional barriers; focusing on prisoner re-entry; moving forward; and guidance for employers and job seekers on the use of criminal records in the hiring process.
