ANNOTATION: The number of women offenders has increased 273% during the last 15 years. Unfortunately, there has been little done to redesign programs and services to meet the needs of women. An example of a successful program designed for the diversion of female offenders with co-occurring disorders is the Phoenix Project of Wicomico County, Maryland. This pre- and post-booking diversion program provides intensive case management and integrated mental health and substance abuse services on site. Brokered services include childcare, parenting classes, transportation, housing, medical services, domestic violence services, educational and vocational training, and other community resources.
