Construction Program Guide

Standard Specifications / Standard Plans

Plans and specifications must describe the location and design features and the construction requirements in sufficient detail to allow for accurate bids and to provide for the construction of the project without significant change orders and claims. FHWA regulations do not require contracting agencies to have standard plans or standard specifications; however, the use of standard plans and standard specifications are essential in promoting quality and uniformity throughout a contracting agency's highway program.

Authority/Legal Basis

    • Title 23 U.S.C. 315 provides very broad authority for the Secretary of Transportation to prescribe regulations to carry out the Federal-aid highway program. However, there are no specific statutes for standard specifications / standard plans.
