Mission
The Division of Planning and Construction is responsible for management oversight and policy development for facilities planning, design and construction, operations and maintenance, real estate and leasing, capital program budget management and real property asset management across the Department. The Division provides technical guidance and assistance, establishes goals, strategies and best practices for real property asset management.
Real Property Asset Management

Provides for DHHS-wide functional oversight and management of the DHHS Real Property Asset Management Plan, and compliance with all requirements under the Real Property Initiative of E.O. 13327. Provides leadership in portfolio and asset management policy, space utilization, leasing management, inventory reporting, sustainment and improvement activities, and asset disposition. Ensures statutory compliance, accountability, and balance across the Operating Divisions and the Office of the Secretary for all real property asset management activities.
Leasing

Provides DHHS-wide functional oversight and management of real estate and leasing, space management, budget formulation and asset disposition. Provides leadership in leasing management, and technical advice and guidance on leasing issues, procurement approaches and strategy or procedural requirements. DHHS contact with GSA for the National Capital Region and GSA activities that span across the Department.
Planning and Construction

Provides DHHS-wide functional oversight and management of facilities planning, design and construction, operations and maintenance, and capital program budget management. Consistent with the OFMP mission, vision, values, and functional statement, provides leadership and technical assistance to the Operating Divisions and the Office of the Secretary to ensure improved facilities stewardship and accountability.
Sustainable Buildings Program

Provides DHHS-wide functional oversight and management of the DHHS Sustainable Buildings program consistent with the requirements of E.O.13423, E.O. 13514 and EISA. Provides technical leadership and expertise to assist the Operating and Staff Divisions in incorporating sustainable practices into all aspects of the DHHS real property program.
Automated Real Property Inventory System

Oversight and management of the Automated Real Property Inventory System (ARIS), which includes over 4,000 leased, owned or otherwise managed properties supporting the HHS mission. Provides compilation and analysis of DHHS-wide real property asset data, including data on mission dependency, asset utilization, asset condition, and operating costs. Assists the Operating and Staff Divisions in data validation; and provides technical guidance and ensures coordination with data upload to the Federal Real Property Profile.
Historic Preservation Program

Ensures historic Health and Human Services properties are protected and renovations are completed in accordance with the National Historic Preservation Act, Executive Order 13287, Preserve America and other requirements. Provides advice and training to the operating divisions on all facets of historic preservation. Submits the annual archeological report, the historic preservation management report and maintains the historic property database. Works with external organizations as cases arise.
