A newly revised Version 5.4 of the “Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management System” (also known as the Integrated Defense AT&L Life Cycle Management Chart, ILC for short, or sometimes even informally called the “DAU Wall Chart”) has gone to print, and will be available in paper form in the coming weeks. An updated web-based Version 5.4 will be available on the DAU website at https://ilc.dau.mil/ shortly thereafter. Watch for this soon-to-be updated reference!
In addition to major revisions to the Planning, Programming, Budgeting & Execution (PPBE) process as a result of recent DoD policy changes, the soon-to-be released Version 5.4 ILC also reflects a number of Life Cycle Logistics sustainment and product support-related updates, including:
· In the MSA Phase (pre-milestone A) output box of the first Technical (Systems Engineering, Test & Evaluation, Supportability) V, added "Product Support Strategy" under the "Inputs to" list.
· In the Technology Development Phase (pre-milestone B) Output Box of the second Technical (Systems Engineering, Test & Evaluation, Supportability) V, added "Life Cycle Sustainment Plan (LCSP)"
· Post Milestone C in the Logistics/Sustainment row during LRIP, added "Revalidate BCA" to the "Product Support Package/PBL Implementation" box. Also added: "Refine Life Cycle Sustainment Plan (LCSP)"
· In the next box over entitled "Product Support/PBL Management", in addition to adding "Revalidate PBA/BCA", to align with verbiage in the Defense Acquisition Guidebook (DAG) Chapter 5, also added "Monitor Performance and Adjust Product Support"
· In the last box on Logistics Sustainment row entitled "Operations & Sustainment”, added "Revalidate BCA” and "Refine LCSP"
· On the back side of chart, added new sections under Item #10. Life Cycle Logistics (LCL), including section on Business Case Analysis (BCA) and Product Support Manager (PSM), along with updates to Product Support Package section.
