About this page ...

A Requirements Manager is a military member or DoD civilian charged with developing, assessing, validating, and prioritizing requirements and associated requirements products. The Requirements Manager is the warfighter’s representative to all of defense acquisition – the combination of the Defense Acquisition System (DAS), the Joint Capabilities Integration Development System (JCIDS), and the Planning, Programming, Budgeting, and Execution (PPBE) system.

By Congressional Mandate - Section 801 of the National Defense Authorization Act of Fiscal Year 2007 requires the Under Secretary of Defense for Acquisition, Technology and Logistics to establish competency requirements and a training program to certify DoD military and civilian personnel with responsibility for generating requirements for Major Defense Acquisition Programs (MDAPs).

The most effective Requirements Managers are those men and women who have recently had their boots on the ground, or in the salt water, or on the tarmac. The challenge is to communicate warfighter’s needs to Program Managers and to Program Offices.

The Requirements Management Community of Practice (CoP) serves as the central repository for requirements management knowledge. This Community is focused on providing 24/7 unclassified resources such as learning materials, links, policies, and news to assist those involved in the requirements process.

[Response] The response below if from Frank G. Minton, PHR, PMP, Contract Cost Price Analyst, DLA Logistics Information Service - DEK The document you seek is a component of the Project Management Body of Knowledge PMBOK. It is maintained by the organization Project Management Institute PMI.org http://en.wikipedia.org/wiki/A_Guide_to_the_Project_Management_Body_of_Knowledge A writer named Furman sums up how the PMBOK addresses the Requirements Management Plan… “The Requirements Management Plan details the strategy for meeting the requirements. It is a place for the PM to put down the how’s of the project in writing, specifically how the team will capture and document the requirements and how it intends to fulfill those requirements by turning them into deliverables that will satisfy the customer.” (The Project Management Answer Book, Jeff Furman, PMP).

[Learning Materials] FAQ - Requirements Management Certification

Thu, 30 Aug 2012

[Response] The answer below if from Dr. Charles Court, Center Director, Requirements Management Department, Defense Acquisition Univerisity. We are unaware of a blanket "Requirements Management Plan" for industry. Your question cuts to the center of the typical controversy, "What are requirements and how do we manage them?" This is a controversy because many of the "Requirements Management" questions we hear are really systems engineering questions and not about developing, articulating, or documenting requirements. The Requirements shop here at DAU is concerned with the high-level questions of developing requirements and with making the DoD requirements-generation process, the Joint Capabilities Integration Development System (JCIDS) work to support the warfighter. If you need information on how to develop requirements, we have the online courses, CLR 101 and RQM 110. You can check the DAU website: www.dau.mil.
