  • Hanford Federal Facility Agreement and Consent Order Modifications Regarding Accelerated Groundwater and Soils Milestones/FY2009 Funding/Waste Management/K Basins and Other Issue Solutions
  • The U.S. Department of Energy, the State of Washington Department of Ecology, and the U.S. Environmental Protection Agency (the Parties) are seeking your input on proposed changes to the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). The proposed changes titled "Proposed Tri-Party Agreement Modifications for Central Plateau Waste Site and Groundwater Remediation" (a.k.a. the M-15 Tentative Agreement) are undergoing a 45 day public comment period which will run from October 23, 2006 to December 7, 2006. These proposed modifications and information on how you may comment on them may be viewed at the following link:
  • The Department of Energy, the Washington State Department of Ecology, and the U.S. Environmental Protection Agency want your input on proposed changes to the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). The proposed changes are to correct the regulatory status of the 216-U-12 Crib from a treatment, storage and disposal site to a Resource Conservation and Recovery Act past practice site. This public comment period will run from October 5, 2005 to November 21, 2005.

  • The U.S. Department of Energy, Office of River Protection (ORP), and the State of Washington Department of Ecology (Parties) have reached a Tentative Agreement regarding the extension of the due dates for Tri-Party Agreement milestones M-45-00C, M-62-08, and M-62-11.

    The Parties agree that an extension of the due date for negotiations required by Major Milestone M-45-00C from June 30, 2005 to September 30, 2006, will allow for sufficient information to be gained from the performance of activities which in turn will provide input as to when substantial DST space would be available for additional retrievals. This extension will also allow for data from the Tank Closure Environmental Impact Statement analysis to be made available to and considered by the negotiators.

    Additionally, the Parties agree that an extension to milestone M-62-08 and M-62-11 (due dates of January 30, 2005 and January 30, 2006 respectively), is also needed to gain sufficient information from the Research, Development, and Demonstration activities to be conducted on supplemental treatment technologies. This extension will also allow for data from the Tank Closure Environmental Impact Statement analysis to be made available to and considered by the negotiators.

    It is the parties’ intent to submit the Tentative Agreement for a 45-day public comment period to run from approximately December 27, 2004 to February 10, 2005. To review the proposed changes click on the following links:

  • The Tri-Party Agencies (U.S. Department of Energy, U.S. Environmental Protection Agency, and Washington State Department of Ecology) want your input on proposed changes to Tri-Party Agreement (TPA) Milestones M-34 and M-16. The Tri-Party agencies have conducted a series of negotiations to define a new strategy for the completion of cleanup activities at the K Basins. The draft change packages negotiated by the agencies revise milestone schedules that accelerate cleanup of the K-East and K-West Basins and treatment and disposal of the basin sludge. The schedule for the retrieval of sludge is slightly delayed from its original date; however, there are new milestones that require the sludge be containerized until retrieved and treated for final disposal at the Waste Isolation Pilot Plant in New Mexico. This interim containerization of the sludge in the basins provides additional environmental protection. In addition, new milestones create schedules for soil cleanup after the basins are removed. This public comment period will run from June 1, 2004 to July 16, 2004. To review the proposed changes click on the following links:

  • The Tri-Party Agencies (U.S. Department of Energy, U.S. Environmental Protection Agency, and Washington State Department of Ecology) want your input on proposed changes to Tri-Party Agreement (TPA) Milestones M-45 and M46. The changes establish requirements for how Single-Shell Tank Waste Management Areas will be retrieved and closed. The agencies entered into negotiations in October 2003 to further define the requirements under this milestone. The proposed changes are aimed at establishing a standardized process and requirements for retrieving the single-shell tanks, dealing with ancillary equipment, and closing Tank Waste Management Areas. These changes are embodied in change requests to the Tri-Party Agreement and can be reviewed by clicking on the following links:

  • The U.S. Department of Energy, Washington State Department of Ecology and the U.S. Environmental Protection Agency - The Tri-Party Agreement Agencies - want your input on proposed changes to the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). The proposed changes will establish and modify schedules for the cleanup of several types of waste at Hanford (M-91 and M-16 milestone series). These changes are embodied in change requests to the Tri-Party Agreement and can be reviewed by clicking on the following links:

  • The U.S. Department of Energy, Washington State Department of Ecology and the U.S. Environmental Protection Agency - The Tri-Party Agreement Agencies - want your input on an integrated approach and schedule to groundwater monitoring-well installation at Hanford. These changes are embodied in a change request to the Tri-Party Agreement and can be reviewed by clicking on the following links:

  • The public is invited to comment on an Engineering Evaluation/Cost Analysis (EE/CA) for Disposition of Mixed Waste from the 183-H Solar Evaporation Basins (DOE/RL-2002-63) from March 31 through April 29, 2003. The EE/CA discusses proposed alternatives for disposing of waste generated from fuel fabrication activities that supported reactor operations. Approximately 12,300 containers of mixed low-level waste (some containers will require treatment prior to disposal) are being temporarily stored at the Central Waste Complex, a storage facility for dangerous and mixed waste containers. The recommended alternative is to treat the waste that requires treatment followed by disposal at the Environmental Restoration Disposal Facility.

  • The Tri-Party Agencies are requesting public comment on an Explanation of Significant Difference to Records of Decision for cleanup of waste sites located in the 100-N Area on the Hanford Site. The agencies have determined that further excavation (beyond the required 15-foot depth) at the 116-N-1 waste site would not provide additional protection to the groundwater or the Columbia River. After considering various alternatives, the Tri-Party Agencies propose that future irrigation be prohibited and institutional controls be maintained to ensure no irrigation occurs. A public comment period is being held from February 3 through March 5, 2003.

     
  • Proposed Changes Related to Single-Shell Tank Waste Retrieval Actions, and Associated Leak Detection, Monitoring and Mitigation and Single-Shell Tank Farm Closure Activities
    We need your review and/or comments on proposed modifications to Tri-Party Agreement milestones, target dates, and associated requirements for initial single-shell tank waste retrieval activities. The proposed changes establish new requirements governing single-shell tank retrieval activities before September 30, 2006, and represent work necessary to begin to achieve compliance with federal and state hazardous waste requirements. These actions focus on the completion of one full-scale demonstration of retrieval technology, the initiation of a second full scale retrieval demonstration, and retrieval of wastes from a follow-on single-shell tank. These actions will remove to safe storage no less than 800 curies of long-lived radioactive contaminants. Out of date and non-enforceable schedules for this time period within the TPA are also deleted.

    The public comment period for these proposed changes is October 2, 2000, through November 17, 2000.

  • Stakeholder Briefings on Hanford's Tri-Party Agreement Tank Waste Treatment Negotiations
  • Agreement on principal regulatory commitments pertaining to the Hanford Tank Waste Treatment Complex construction and operations. Copy of the document signed by DOE, EPA, and Ecology on November 15th, 1999 describing proposed executive changes to the TPA to incorporate the privatization activities.
