Proposed Adjustment to the Rate for Interchange Energy Imbalances
Under the Pacific Northwest Coordination Agreement
(PNCA-02 Rate Case)

BPA has issued a final record of decision on an adjustment to the rate for Interchange Energy imbalances under the Pacific Northwest Coordination Agreement (PNCA). Each party to the PNCA makes excess energy available to each other party to meet its firm loads. This excess energy is known as interchange. The existing rate, which was established in 1995, is 22.55 mills per kilowatt-hour. Since the energy industry has experienced a sharply increased degree of volatility, PNCA parties have set the interchange energy price to the market price for energy. This link to market price will ensure that BPA recovers its costs when it provides interchange energy to another PNCA party.
