Proposals for Renewable or Clean Energy

Instructions for the submittal of an unsolicited proposal for Renewable Energy and/or Clean Energy Resources

Purpose

TVA is accepting unsolicited proposals from qualified and eligible suppliers of capacity and/or energy from Renewable Energy and/or Clean Energy Resources. The submittal of an unsolicited proposal for renewable projects that have a nameplate capacity of 1 Megawatt and greater means that the scope falls outside of the Generations Partner standard offer of projects less than 1 MW. TVA is interested in term proposals for such power supply of 1 to 20 years in duration.

Description of RECER Interest

TVA is accepting unsolicited proposals which may result in TVA obtaining up to a total of 500 Megawatts of Renewable Energy and/or Clean Energy Resources (RECER) "Dispatchable" capacity capable of being delivered by June 1, 2009, increasing to a total of 750 Megawatts of RECER "Dispatchable" capacity capable of being delivered as of June 1, 2010, and further increasing to a total of 1,000 Megawatts of RECER "Dispatchable" capacity capable of being delivered as of June 1, 2011.

In addition, TVA will entertain proposals for up to a total of 500 Megawatts of RECER "As-Available" energy capable of being delivered by June 1, 2009, increasing to up to a total of 750 Megawatts of RECER "As-Available" energy capable of being delivered as of June 1, 2010, and further increasing to up to a total of 1,000 Megawatts of RECER "As-Available" energy capable of being delivered as of June 1, 2011.

Contractual delivery periods of up to 20 years will be considered. TVA desires to contract for the output of RECER acquired pursuant to this unsolicited proposal by means of Power Purchase Agreements.
