JUVENILE RESIDENTIAL FACILITY CENSUS (JRFC)

PURPOSE

To provide a count of juveniles in state, county, municipal and privately run juvenile correctional facilities. The data collection was launched in 2000 and the Juvenile Justice and Delinquency Prevention Act, Title 42, United States Code Section 5661 provides authority for conducting this data collection. Response to this data collection is voluntary.

COVERAGE

JRFC collects data from over 3100 public and private juvenile detention and correctional facilities that house delinquent and/or status offenders.

CONTENT

Collects data on facility characteristics including physical health, mental health, education, substance abuse, deaths and a one day count of residents.

FREQUENCY

This is a biennial census.

METHODS

A mail-out census with mail, fax, or Web-based reporting options.

PRODUCTS

The Office of Juvenile Justice & Delinquency Prevention (OJJDP)is responsible for generating reports from the data file that is delivered by Census staff. Data are subject to confidentiality limitations.

USES

Provides data to OJJDP for program planning and funding. Researchers use the data to analyze trends.

SPECIAL FEATURES

It is a primary source for statistics on rates of national juvenile confinement, facility and program characteristics.
