Publications and Training

The following publications are available to assist in the procurement of energy-efficient products:

Energy-Efficient Products Overview

The following publications provide additional information on energy-efficient product requirements, performance specifications, and purchasing guidelines.

• FEMP Energy-Efficient Product Procurement Program Overview: Overview of Federal product procurement requirements and the FEMP efficient product procurement program.

• FEMP Designated Product Category List: Fact sheet prepared to help Federal agencies comply with FEMP-designated, low standby power, ENERGY STAR-qualified, and WaterSense labeled product purchasing requirements.

Sample Contract Language

In addition to the model language provided by FAR Section 52.223-15, FEMP provides sample contract language for specific product types, including:

• Information Technology Products: Sample language Federal agencies can use in contracts specifying or purchasing energy-efficient information technology products.

• Construction Products: Sample language Federal agencies can use in contracts specifying or purchasing energy-efficient construction products.

Applications and Software Tools

• Unitary Air Conditioner Cost Estimator: Determines cost-effectiveness of an air conditioner (new installation or replacement) project.

• Motormaster+: Web version of the MotorMaster Software, helps determine cost-effectiveness of motor replacement projects.

• Building Life-Cycle Cost (BLCC) Software: Analyzes the cost-effectiveness of Federal energy and water conservation projects funded by agencies or financed through energy savings performance contracts (ESPCs) or utility energy services contracts (UESCs). Software calculates life-cycle costs, net savings, savings-to-investment ratio, internal rate of return, payback period, estimated emissions, and emission reductions.

• Commercial Buildings Resource Database: Commercial Building Initiative resource providing guides, case studies, webinars, software tools, and more to improve building energy efficiency.

Online Procurement Systems

Two Federal supply sources are available for the purchase of energy-efficient products:

• GSA Advantage!: One-stop online resource to help agencies better serve the public by meeting their needs for products and services, and to simplify access to information.

• DoD EMALL: Full-service resource for purchasers to find and acquire off-the-shelf, finished goods and services from the commercial marketplace and Government sources.

ENERGY STAR Institutional Purchasing

Both ENERGY STAR qualified and FEMP designated products use 25% to 50% less energy than their traditional counterparts, reduce fossil fuel use, and produce fewer greenhouse gas emissions.

• ENERGY STAR Institutional Purchasing: Encourages and assists Governments, schools, and businesses in procuring ENERGY STAR qualified and FEMP designated products.
