Captain Larkin was born and raised in Cape Cod, Massachusetts.  He enlisted on 23 September 1980 and has served on active duty for over thirty-years.

His enlisted assignments include the USS COONTZ (DDG 40) from 1981-1982.  While aboard he deployed to the Mediterranean for a six month deployment and was allowed to strike for Hospital Corpsman by the ship's Chief Petty Officers.  After completing Hospital Corps School he was assigned to Naval Hospital Newport, from 1983-1986; Naval Hospital San Diego, from 1986-1990; and Naval Hospital Bremerton, from 1990-1991.

Captain Larkin was commissioned in the Medical Service Corps as an Industrial Hygiene Officer via the Navy's Direct Procurement Program after earning his Masters of Science Degree from National University in 1991.

His first assignment as an Industrial Hygiene Officer was at Naval Hospital Bremerton, Washington from 1991-1994.  His second assignment was aboard the USS JOHN F. KENNEDY (CV-67) from 1994-1996 as the Assistant Safety Officer.  While aboard he qualified as Surface Warfare Medical Department Officer and made a North Atlantic Deployment.  His third assignment was at Naval Hospital Groton, Connecticut from 1996-1999.  His fourth assignment was aboard USS JOHN C. STENNIS (CVN 74) from 1999-2001 as Assistant Safety Officer.  While aboard he deployed to the Persian Gulf in support of Operation Southern Watch.  His fifth assignment was at the Surface Warfare Officer School Command (SWOS) Newport, Rhode Island from 2001-2003.  During this tour he was an instructor for the Afloat Safety Officer Course and the Department Head School.  While at SWOS he qualified as a Master Training Specialist and the command received the CNO Safety Award.  His sixth assignment was as the Safety Officer for 3rd Force Service Support Group, Fleet Marine Force, Okinawa ,Japan from 2003-2004.  His seventh assignment was at Naval Health Care Clinic New England, Newport, RI from 2004-2006.  His eighth assignment was as the Director, Joint Safety Office, Naval Medical Research Center and the Walter Reed Army institute of Research, Silver Springs, Maryland from 2006-2007.  His ninth assignment was with the Chief of Naval Operations, Medical Resources, Plans and Policy division (N931) from 2007-2010 where he served as the Special Programs Officer.  CAPT Larkin reported aboard Health Services, Headquarters U.S. Marine Corps in August of 2010 where he currently serves as the Homeland Defense Coordinator.

Captain Larkin's personal awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (six awards), Navy and Marine Corps Achievement Medal (three awards), Navy Good Conduct Medal (two awards) and various unit awards.
