Note:  Awards under this program are available only to Water Research Institutes or Centers established pursuant to the provisions of section 104 of the Water Resources Research Act (42 USC Sec. 10303). However, any investigator at an accredited institution of higher learning in the United States is eligible to apply for an award through a Water Research Institute or Center.
